Job Purpose:
To lead the analysis and processing of high-value tenders and establish strategic Call-off Agreements to support HBKU’s procurement objectives and ensure value-driven sourcing outcomes
Key Result Areas:

Adhere to procurement policies and procedures to ensure operational efficiency and compliance

Oversee the planning and execution of tendering and award processes for assigned high-value requisitions, ensuring compliance with policy and alignment with sourcing strategies

Serve as the procurement focal point for assigned HBKU entities, ensuring service continuity, proactive engagement, and alignment with their procurement needs

Evaluate and supervise the operations of delegated procurement functions to ensure consistency and alignment with organizational standards

Advise and facilitate procurement-related matters for functions outside the central procurement scope and external HBKU entities

Review and validate procurement analysis provided by team members to support strategic sourcing decisions.

Inspect and verify tendering processes from request receipt to award stage, ensuring adherence to HBKU procurement policies

Verify the accuracy, completeness, and compliance of call-off agreements and related documentation during the tendering process

Develop and maintain supplier relationships to facilitate optimal sourcing outcomes and protect HBKU’s interests

Propose refinements to procurement procedures based on operational insights and market trends, ensuring alignment with HBKU’s evolving needs

Mentor junior team members by providing guidance, feedback, and informal training to enhance their performance and understanding of procurement processes

Research market developments of materials and services commonly required by HBKU to inform sourcing strategies

Prepare and present reports on sourcing activities, highlighting progress, risks, and opportunities for improvement to management

Minimize risk exposure and costs in contracts while meeting legal and finance requirements
Minimum Knowledge, Skills & Experience:

Bachelor’s degree in a relevant field. Master’s preferred, and 6-8 years of relevant full-time work experience in Procurement; of which at least 2 years in a supervisory role.

Professional Purchasing qualification from ISM (USA) or CIPS (UK) preferred

Experience in the full tendering cycle, including pre-tender, tendering, and post-award phases, with the ability to independently prepare tender and contract documents

Strong planning and organizational skills with keen attention to detail

Excellent interpersonal, communication, and negotiation skills, with advanced conflict resolution and time management capabilities

Excellent writing skills with the ability to draft and edit a variety of written technical reports and communications and articulate ideas clearly and concisely
-
Proficiency in MS Office applications and Oracle ERP.
