Student Assistant - CPUC - Executive Division - Hybrid

The CPUC regulates privately owned electric, natural gas, telecommunications, water, railroad, rail transit, and passenger transportation companies, in addition to authorizing video franchises. Our five Governor- appointed Commissioners, as well as our staff, are dedicated to ensuring that consumers have safe, reliable utility service at reasonable rates, protecting against fraud, and promoting the health of California’s economy.


The California Public Utilities Commission’s (CPUC) Office of Commissioner Christine Harada (Executive Division) is seeking to hire a motivated Student Assistant who will support and advance public policies in clean energy, environmental sustainability, and related to the regulation of utilities.

The Student Assistant will work with the Commissioner’s advisors to provide key research and analyses that will enhance CPUC programs and proceedings and improve collaboration with sister agencies such as California Air Resources Board, California Energy Commission, etc. The Student Assistant will contribute to the flow of our daily operations including coordinating with advisors, division staff, and external organizations. Your research skills, attention to detail, and proactive mindset will keep projects moving, communication flowing, and our team focused on what matters most.

Conditions of

Employment

This is a part-time, temporary, non-benefited, student position. Employment in all positions with University Enterprises, Inc. is dependent upon the mutual consent of University Enterprises, Inc. and the employee. This means that either University Enterprises, Inc. or the employee can, at any time, terminate the employment relationship at will, with or without cause.

Depending on the type of position you are applying for, a pre-employment background check consisting of one or more of the following may be conducted: employment history, professional references, criminal check: educational verification (degree, license, or official transcript) or DMV clearance. Applicants will be required to pass required pre-employment checks to the satisfaction of University Enterprises, Inc. (UEI) and the hiring Agency or Department.

UEI does not allow students to hold more than one UEI Job at a time, or work in more than one account per pay period. UEI employees who are considering leaving their current UEI student assistant position for a different UEI student assistant position should inform their supervisor in writing and provide at least a week’s notice.

UEI is not a multi-state employer. UEI only employs candidates who live and work in the state of California. If selected for the position you must reside in California and all work must be performed in the state of California throughout the course of employment.


Prerequisites

Must be a college student attending classes during the regular term (Fall, Spring and Winter, if applicable), at one of the accredited colleges or universities on our affiliation list. Students must be enrolled in at least: six-semester units or nine quarter units for undergraduate students; four-semester units or six quarter units for graduate students.



Students declared major must match the major(s) listed in the job posting.


Majors/Fields of Study

Economics, Public Policy and Administration, Law, Government, Political Science, Environmental Science, Engineering, Business Administration, and Ethnic Studies.


Work Schedule

Flexible workdays and work hours, Monday – Friday, between 8 AM – 5 PM. The final work schedule will be determined by the supervisor.


Additional Work Schedule

Student Assistant employees generally work up to 20 hours per work week (Sunday – Saturday) during the academic year and up to 40 hours per work week during breaks; (Winter, Spring & Summer).

Up to 8 weeks full time, or 12 weeks part time for summer.


Compensation

$17.00 to 23.00 per hour.


Minimum Qualifications

  • Must complete each term with minimum unit requirements for Undergraduate and Graduate student classifications. Proof will be collected at the end of each Spring and Fall term.
  • Ability to develop and evaluate alternatives; analyze data and present ideas and information effectively, both orally and in writing.
  • Ability to prioritize tasks, manage multiple projects simultaneously, and meet deadlines with minimal supervision.
  • Ability to work collaboratively with diverse groups, including leadership, staff, external partners, and campus stakeholders.
  • Proficient in Microsoft Office Suite (Word, Excel, PowerPoint, Outlook), calendar management tools, and data entry systems.
  • Ability to anticipate challenges, propose solutions, and adapt to changing priorities while maintaining efficiency.
  • Skilled in drafting professional correspondence, preparing reports, and facilitating clear, effective communication.

Preferred Qualifications

  • Individuals who are, or have been, a dependent child in foster care, a homeless youth or a formerly incarcerated youth as defined by Government Code section 18220 are encouraged to apply and will be given priority. Please note that prior to appointment, individuals claiming preference under one of these categories will be required to furnish documentation establishing their eligibility.
  • Interest in energy policy, air pollution/climate pollution policy, environmental justice policy.
  • Strong time management skills.
  • Ability to work independently and in team settings.

Duties and Responsibilities

The following duties are performed under close supervision:

  • Develop energy policy briefs or educational materials regarding new and developing proceedings that target or impact environmental justice or disadvantaged communities.
  • Perform policy analysis and advising work related to the regulation of energy, communications, and/or water utilities and related topics under the Commission’s jurisdiction.
  • Analysis of the safety of utility operations and facilities and need for infrastructure investment.
  • Analysis of water regulation, including, among others, regulatory structure and utility general rate cases; Telecommunications matters including the regulatory setting, economic, financial and policy framework for telecommunications and related technologies and services subject to the Commission’s jurisdiction.
  • Assist the office with external and internal meeting requests and scheduling. Procurement of office expenses, and further responsibilities.

Physical Requirements

Sit for extended periods; frequently stand and walk; manual dexterity and hand-eye coordination; corrected hearing and vision to normal range; verbal communication; use of office equipment including computer workstations, telephones, calculators, copiers, printers, and scanners with or without reasonable accommodation.


Working Conditions

Work is performed in an office environment and/or remotely.

Students/Employees will be required to work according to the current UEI remote workplace policy and sign a UEI Work from Home Agreement. The decision to permit an employee to work from home is at the discretion of the supervisor or employer and may, at any time and with or without cause, unilaterally terminate the option to work from home.
