Assume overall responsibility for the supervision and administration of the Scope of Benefits Bureau with other local Supervising ALJs. Must be an integral part of the Division’s management team, responsible for working collaboratively with other members of the team in ensuring the effective and efficient operation of the Region and Division, including monitoring performance measures for the office/bureau, workload assessments, resource allocation, budgeting, strategic and contingency planning, use of technology, staff development and retention, leadership development and staff reward and recognition. Coordinate with other State Hearings regional offices to ensure that all back-up support they need is available to ensure all cases are scheduled, heard and written decisions issued timely. Responsible for monitoring ALJ performance and addressing performance issues at the earliest opportunity, to avoid late cases and late case penalties. Assure that the quality of final and proposed decisions meet departmental standards; responsible for the timely review of those cases where the final decision authority is not delegated to ALJs and responsible to act on behalf of the Director in reviewing proposed decisions, including the authority to adopt proposed decisions, prepare an alternate decision or recommend a further hearing. Advise and consult with ALJs on emerging points of law; provide regular staff training to both ALJs and other SHD staff, participate in the recruitment and training of State Hearings staff in the region; evaluate ongoing ALJ performance.
