Location: Parker Aerospace – Fluid Systems Division based Irvine, CA, Hauppauge, NY, Elyria, OH or North Hollywood, CA (onsite position)

POSITION SUMMARY:

This Strategic Sourcing position is for a Supply Chain Project/Program Manager to lead cross-functional initiatives. This role delivers projects and programs aligned to meet the FSD Supply Chain Strategic Sourcing objectives. Those objectives are to mitigate supply chain risk, improve supplier delivery and quality performance, and drive measurable cost and productivity improvements. The Senior Strategic Sourcing Manager will also be responsible for supporting end-to-end commodity strategies for key aerospace categories (e.g., machined parts, electronics, composites, raw materials). This role supports supplier selection, negotiation of Long-Term Agreements (LTAs), and cost-out initiatives while ensuring strict compliance with Federal Acquisition Regulations (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), and International Traffic in Arms Regulations (ITAR).

RESPONSIBILITIES:

• Project/Program Delivery: Define scope, deliverables, milestones, resources, and budgets for supply chain projects/programs. Establish program governance (cadence, dashboards, issue/risk logs, executive readouts). Lead cross-functional teams through requirements, implementation, validation, and sustainment. Ensure projects deliver intended outcomes for service, cost, inventory, quality, and risk.
• Strategic Sourcing Strategy: Develop and deploy multi-year sourcing strategies to optimize the supply base for both new product introductions (NPI) and existing production.
• Contract Negotiation: Lead negotiations for complex Master Agreements, Statements of Work (SOWs), and Proposals, ensuring favorable terms for cost, quality, and delivery.
• Cost Management: Utilize should-cost modeling, clean-sheet analysis, and value engineering to drive total cost of ownership (TCO) reductions.
• Cross-Functional Collaboration: Partner with Engineering, Quality, Program Management, and Legal teams to align sourcing strategies with program schedules and technical requirements.
• Proposal Support: Provide supplier bids and price analyses for new business proposals (TINA compliance).
• Stakeholder Communications: Provide clear, timely communication to stakeholders and leaders on status, blockers, decisions needed, and expected outcomes. Prepare executive-ready materials: dashboards, milestone reviews, and post-implementation results. Facilitate cross-functional alignment and decision-making across competing priorities.

QUALIFICATIONS:

• Education: Bachelor’s degree in Supply Chain Management, Business Administration, Engineering, or related field.
• Experience: 10+ years of supply chain, procurement, operations, commodity management experience, or related roles with project leadership (aerospace or defense industry is preferred).
• Regulatory Knowledge: Knowledge of FAR/DFARS contracting regulations and government procurement practices is preferred.
• Technical Proficiency: Strong understanding of manufacturing processes (e.g., machining, special processing, assembly, etc.) and experience reading engineering drawings/specifications.
• Data Analysis: Ability to collect, reconcile, validate, and pull insights from data using ERP/MRP, supply chain databases, and planning tools. Convert insights into prioritized recommendations with quantified benefits, risks, and requirements. Build ‘leadership-ready’ communications with concise storylines and visuals that translate analysis into decisions, actions, and KPI trends.
• Supply Chain Program Management: Ability to organize, schedule, and prioritize cross-functional team actions needed in support of Work Transfer activity, cost down initiatives, new program sourcing activity, LTA/Kanban audits, dual sourcing risk mitigation. Ability to interface with both external and internal customers of all levels to establish next steps, and help needed to reach objectives. Strong skills in project planning, risk management, stakeholder management, and executive communication.
• Tools: Proficiency in ERP systems and MS Office Suite, including advanced Excel skills (e.g., PivotTables, Power Query, complex formulas, data modeling, and automated reporting templates. Ability to build and maintain dashboards in Power BI (or equivalent) with KPI definitions, drill-downs, and exception reporting
• Clearance: Ability to obtain a U.S. Security Clearance (DoD Secret/Top Secret).

Desired Characteristics

• MBA or Master’s degree in a relevant field.
• Professional certification (e.g., Certified Professional in Supply Management - CPSM, CPM).
• Experience with Lean Six Sigma tools.
• Experience with AS9100 quality standards.

Competitive Compensation

• Pay Range: $104400 to $174150 annually
• Participation in Annual Incentive Program
