Rothe is seeking a Supply Chain Risk Management (SCRM) Subject Matter Expert (SME) to play a critical role in providing operational support and expertise in the process coordination of all functional reviews and supply chain risk assessment tasks for the Commercial IT Management (CITM) authorization and SCRM process in the Enterprise IT Acquisition Management Branch in the Enterprise Business Management Office (EBMO) in support of the NASA Enterprise Multimedia and Integrated Technical Services (eMITS) contract. eMITS is the Agency’s enterprise-level contract creating and delivering multimedia and technical communications through the use of the internet, digital platforms, and IT management for NASA’s Office of the Chief Information Officer (OCIO) and Office of Communications (OCOMM). From photographing rocket launches and recoveries, to producing engaging videos, to information technology management, to using social media to share NASA’s message, eMITS integrates services for NASA IT and provides NASA’s communication to the outside world. This is a Remote Role supporting NASA HDQ
Salary is: $144,000 - $165,000
Job Description:
- Provide operational support to the Commercial IT Management (CITM) authorization and Supply Chain Risk Management process.
- Review Commercial IT Requests for completeness and collaborate with customers to understand their IT requirements.
- Conduct research on the country of origin (COO) of hardware and software, as well as company affiliations, and gather the necessary information to complete the Covered Article Technology Supply Chain Assessment Needed (CATSCAN) forms to enable NASA to make risk-based acquisition decisions.
- Store all documentation and resources in NASA approved document repositories.
- Follow all current Supply Chain Risk Management Processes and provide outputs to requested POCs for adjudication (C-SCRM Lead or ISSOs).
- Suggest similar or alternative hardware or software products to customers, when available, that have already been approved from a supply chain perspective.
- Collect Section 508 documentation as required or recommend alternative equivalent products.
- Maintain CATSCAN numbers in the Software and Hardware Evaluated for Lifecycle Fulfillment (SHELF) database record.
- Ensure the SHELF and all associated records are accurately maintained, including gathering, reporting, and managing functional reviews, product capability reviews, and functional attribute flags; setting up and configuring functional review logic; and update SHELF record statuses.
- Provide authorization metrics as requested.
- Collaborate regularly with team members from other areas to provide support and share information.
- Utilize expertise in acquisition and supply chain risk management processes to ensure the completeness and accuracy of customer requirements.
- Answer customer inquiries and questions as required.
- Manage a shared inbox effectively.
- Assist with training and creating related Standard Operating Procedures to be approved by management when requested.
- Actively maintain standard operating procedures and make changes as policy or processes evolve.
- Conduct quality assurance on existing records.
- Serve as a subject matter expert (SME) in regard to Supply Chain Risk Management processes.
- Foster and maintain cross-team relationships.
- Maintain organization of the team files and inbox efficiently.
- Other duties as required.
Remote, hybrid, and onsite positions the employee bears travel costs to nearest NASA Center for badging and issue of NASA IT equipment.
For Remote and Hybrid position the employee must have a reliable internet connection and be able to VPN into the NASSA network to conduct work.
Education and Previous Experience:
- BS or BA degree in any field.
- 8 years of relevant experience required.
Minimum Requirements:
- Experience and expertise in Supply Chain Risk Management in a government environment
- Broad IT Knowledge
- Extensive Microsoft Excel experience
- Excellent analytical skills with attention to detail
- Knowledge of IT Hardware and Software functionalities
- Excellent communication and interpersonal skills
- Ability to collaborate with internal and external stakeholders
- Ability to review vendor proposals and quotes to effectively understand requirements
- Meticulous, organized, and able to manage a workload effectively
- Ability to manage multiple high priority deadlines
Proficient in Microsoft Office 365 (Word, Excel, PowerPoint, Outlook, Teams, OneNote, One Drive), SharePoint, and Box.
Preferred Qualifications:
- Process improvement experience
- Experience working in a cloud-based application such as ServiceNow
- Familiarity with the Federal Acquisition Regulations (FAR)
