Essential Functions
- Review, revise, and develop safety and security criteria requirements for capital projects, new starts, and system modifications.
- Provide safety and security input for bid and contract documents.
- Review contractor submittals, equipment, facilities, and system design drawings for compliance with safety and security requirements.
- Conduct and participate in safety and security design reviews of equipment, facilities, and systemwide projects.
- Perform facility inspections, including guideways, trackwork, stations, and other infrastructure, for safety and security compliance.
- Support system modification review and approval processes.
- Coordinate safety and security engineering activities with internal divisions, contractors, and external regulatory agencies.
- Develop, review, and revise safety-related policies, procedures, plans, and guidelines for capital projects.
- Assist with environmental engineering and management studies.
- Develop and formalize risk acceptance practices.
- Identify and document safety- and security-critical elements for certification.
- Prepare Safety and Security Management Plans, Certification Plans, Verification Reports, and related documents.
- Specify and apply safety and security requirements throughout project phases.
- Implement and maintain hazard and vulnerability analysis and tracking systems.
- Review Contractor Data Requirements Lists (CDRLs) and Submittal Registers.
- Support program reviews, dedicated testing, and evaluation activities.
- Issue written Certificates of Compliance (COC) and Conformance Certificates.
- Develop and maintain Certifiable Items Lists (CILs).
- Complete Threat Vulnerability Assessments (TVA).
- Assess safety and security hazards and risks, prepare reports, and recommend mitigation strategies.
- All other duties as assigned.
Competencies
- Strong knowledge of systems engineering and integration principles, with emphasis on safety and security.
- Working knowledge of federal, state, and local safety and security regulations for transit systems.
- Ability to analyze technical design drawings, specifications, and reports for safety/security compliance.
- Skilled in risk assessment, hazard analysis, and vulnerability assessments.
- Excellent verbal and written communication skills for reporting and stakeholder coordination.
- Strong organizational and project management skills with the ability to handle multiple assignments.
- Collaborative mindset with the ability to work effectively with diverse stakeholders.
Required Qualification
- Bachelor’s degree in Engineering, Safety Engineering, Systems Engineering, or a related technical discipline.
- Minimum of 5 years of experience in system safety engineering, preferably in rail, bus, or transit-related projects.
- Hands-on experience in capital project development, safety certification, or construction safety.
Preferred Qualifications
- Master’s degree in Engineering, Safety, or related field.
- Certification in System Safety (CSS), Certified Safety Professional (CSP), or equivalent credential.
- Experience coordinating with regulatory agencies and conducting safety certification activities for federally funded capital projects.

Compensation- $45.75 – $53.75 hourly, depending on experience, ability, and capability.
