The Talent Services Specialist assists in the delivery of talent-related services that contribute to Talent Team effectiveness and efficiency, as well as the overall CHS team member experience. The incumbent provides support to the execution of Talent procedures, as well as support CHS compliance with talent-related policies, practices, regulations, and funder requirements to minimize risk. Overall, the Talent Services Specialist contributes to the CHS high performance culture by exhibiting our values and providing quality results that help position CHS as the leader in delivering proactive services and solutions for Florida’s children and families.

Primary Job Functions

1. Assist in the delivery of talent-related services that contribute to Talent Team effectiveness and efficiency, as well as the overall CHS team member experience.

Talent Team Effectiveness, Efficiency & Overall Team Member Experience (50%)

  • Collaborate with the Talent Services Manager and Talent Business Partners in the provision of services to business line leaders and team members.
  • Participate in unemployment hearings, unemployment submissions/tracking, and other related activities when needed.
  • Support Talent Business Partners with talent attraction, development, and retention processes, when needed.
  • Provide support to team members and others, when needed, on HRIS administration and use.
  • Maintain employment record and document storage management, ensuring record integrity.
  • Assist in generating reports on Talent and other related metrics, when needed.
  • Respond to team member inquiries regarding talent policies, programs, and practices, as needed.

Talent Audits & Compliance (50%)

  • Execute the MVR, 5-Year Rescreen and other annual screening processes, including the preparation of residential background screening logs and other statute-required documentation.
  • Provide employment verification services to team members, including requests under F.S. Chapter 435.
  • Assist in responding to employment-related subpoenas, when needed.
  • Assist in developing and executing a standardized audit preparation/review process to ensure HR data integrity.
  • Collaborate with internal and external auditors to facilitate Talent-related audits and ensure prompt resolution of findings.
  • Execute regular internal employment file audits to verify compliance and prepare for annual program audits.
  • Assist in maintaining accurate records of audits, compliance issues, and actions taken to resolve compliance matters.

2. Contribute to a positive, engaging work environment.

  • Develop a strong knowledge base and stay current on dependency-related issues and trends.
  • Participate actively in departmental meetings, training and education, and the quality management process.
  • Comply with CHS’s code of conduct, policies, practices, contracts and other legal obligations.
  • Assist with training other team members and providing back up when necessary.
  • Pick up projects on the fly; perform other duties as assigned from time to time.
  • Demonstrate the CHS Common Bond Values in the performance of all job duties.

Job Qualifications

Education, Licenses & Certifications:

  • Bachelor’s degree in Business, HR or related field from an accredited university, required.
  • Equivalent combination of education, training and experience may be considered.

Experience:

  • Two to three years of progressive Talent/HR experience, required.
  • Experience in supporting multiple geographic locations, preferred.

Schedule Expectations

The incumbent will work a standard scheduled week, which may include weekends, holidays, and evenings. The ability to work flexible hours is required to meet business needs. If working remotely, incumbent will be required to be available by telephone and email during specified hours. Travel will be as needed to conduct business-related activities.
