Role: Manager – Payroll Implementation Project Lead

Deloitte's Global Employment Solutions (GES) practice is one of the world's largest, serving more than 300 multinational organizations. Our professionals work with companies operating internationally to design and administer human resources and tax programs and policies that support employees living and working outside of their home countries. Within GES, the Global Payroll Operate (GPO) team provides both domestic and international payroll services, including payroll technology and process implementation, ongoing operations management, and coordination between internal and external teams.
Key Responsibilities

Lead all global payroll implementation projects and programs using recognized best practice methodologies (risk management, governance, quality assurance, issue resolution, and reporting). Ensure successful implementation of service resources, skills, and processes critical to project success, enabling Deloitte-contracted services to be delivered to clients.

Independently manage onboarding programs that span multiple regions and service lines.

Work effectively with client executives at the ‘C’ level and above, ensuring strong stakeholder engagement and satisfaction.

Take complete responsibility for managing the entire onboarding team, including project management resources, internal subject matter experts or product teams, third-party suppliers, Center of Excellence members, and client stakeholders.

Interface with strategic partners and third-party suppliers, including agreement on deliverables, planning, timelines, and quality assurance.

Collaborate with cross-functional teams to prepare both high-level and detailed process documentation, based on timelines agreed upon with the client.

Manage the complete implementation cycle, including project initiation, planning, execution, monitoring & reporting, and closure.

Align project budgets with relevant teams and ensure implementations are completed within the agreed financial plan.

Ensure all project documents are complete, current, and appropriately stored for reference and audit purposes.

Ensure all products and services delivered within the onboarding project timeline, budget, and quality requirements.

Monitor the program/project and report status to internal and external stakeholders. Review and maintain the communication matrix to ensure required stakeholders are engaged and aligned to project success. Ensure timely resolution of issues and implementation of appropriate corrective actions.

Review project outcomes to identify and implement corrective actions that improve future delivery in terms of cost, quality, and customer satisfaction.
Experience Required:
- Minimum 12 years of global payroll implementation experience, with a strong understanding of strategic value drivers, business, and organizational dynamics. Ideally, this includes experience in planning, business analysis, or transition roles.
- At least 10 years of experience in Payroll service project and program delivery environments.
- Comprehensive understanding of payroll business processes, HRIS technologies, integrations of HR systems to payroll systems, payroll tool implementation, transition management, and IT enablers and constraints, with the ability to collaborate and drive change within an international matrix environment.

- Experience working in a world-class IT, Payroll operations, or transition function.
- Proven track record in international organizations, with exposure to a broad set of cultures and business practices.
- Ability to lead global, dispersed, and multi-cultural teams, reflecting Deloitte’s commitment to culture and values.
- Project management qualifications – PMP, Agile, PRINCE2 (or equivalent).
- Advanced communication and diplomacy skills, with the ability to persuade and influence client and stakeholder relationships.
- Demonstrated experience and capability to manage projects autonomously.
- Experience managing (directly or in a matrix), project managers, technical resources, and other personnel assigned to service transition projects.
- Master’s degree (or equivalent).
