MISSION: The Texas Education Agency (TEA) will improve outcomes for all public-school students in the state by providing leadership, guidance, and support to school systems.
New hires, re-hires, and internal hires will typically receive a starting salary between the posted minimum and the average pay of employees in their same classification. Offers will be commensurate with the candidate’s experience and qualifications and will thoughtfully consider internal pay equity for agency staff who perform similar duties and have similar qualifications. The top half of the posted salary range is generally reserved for candidates who exceed the requirements and qualifications for the role. The maximum salary range is reserved for candidates that far exceed the required and preferred qualifications for the role.

Position Overview: The Division of District Talent Systems works to support districts with the development of systems for identifying and rewarding great teachers, including work related to the Teacher Incentive Allotment, T-TESS, and other strategic compensation efforts.
The Student Growth and Assessment Specialist plays a critical role in advancing these efforts by leading strategies that ensure districts have the tools, resources, and guidance needed to measure student growth for TIA. This work directly supports the creation of valid and reliable designation systems that increase the impact and retention of highly effective teachers, paving the way for outstanding Texas educators to earn six-figure salaries. As part of the TIA implementation team, this individual will play a key role in the overall support provided to districts and Education Service Centers, ensuring consistent, scalable, and effective systems statewide.
This position reports to the TIA Student Growth and Assessment Manager.
Flexible work location within the state of Texas may be considered for qualified candidates.

Essential Functions
Job duties are not limited to the essential functions mentioned below. You may perform other functions as assigned.
1. Student Growth: Lead and develop strategy for high-quality technical assistance and resources that will support districts in measuring student growth that meet statutory compliance, align to evidence-based practices, and support the expansion of local designation systems to all eligible teachers and ensure consistent, scalable support across diverse district contexts.
2. Assessment Implementation: Lead the design, development, and implementation of statewide strategy for assessments. Identify gaps in available assessments and develop strategies to procure, adapt, or develop new solutions that align with Texas standards and TIA student growth measures.
3. Partnership Management: Manage external partnerships with vendors, regional grantee, and organizations that support the development of high-quality technical assistance to promote best practices for student growth measures. Oversee statewide student growth and assessment implementation efforts by equipping ESCs and districts with tools and resources that support compliance, instructional alignment, and equitable access to designation pathways.
4. Approval Process: Contribute to and implement the annual process for evaluating locally developed teacher designation system applications in alignment with statutory requirements and best practices in student growth.
