Technical Director

• Bachelor’s Degree in Civil Engineering or a related discipline.
• Minimum 20 years of experience in highway, infrastructure, or urban development projects, including senior management or technical leadership roles on major regional or international programs.
• Minimum 7 years of similar experience.
• Extensive experience in Qatar, with strong familiarity with local authorities, technical standards, and regulatory frameworks.
• Proven background in Program Management Consultancy (PMC) or General Engineering Consultancy (GEC) roles.
• Valid MMUP (UPDA) Engineering License.
• Demonstrated ability to manage multiple complex infrastructure initiatives concurrently.
• Professional Engineer (P.E.) or Chartered Engineer (CEng) certification preferred.
• Outstanding communication, leadership, and negotiation skills.
• Provide strategic direction and technical leadership across all projects to ensure alignment with contractual obligations, client expectations, and international best practices.
• Act as Italconsult’s senior representative with clients and contractors, fostering strong relationships and ensuring seamless coordination with client management teams.
• Lead Italconsult’s technical operations at the program management level, ensuring consistent delivery of high-quality engineering and supervision services.
• Supervise planning, design coordination, and construction supervision of major roads, infrastructure, and drainage projects.
• Establish performance targets and KPIs for supervision teams to drive accountability, efficiency, and excellence.
• Ensure compliance with all applicable standards, including QCS, RPD specifications, and sustainability and environmental requirements.
• Promote value engineering, innovation, and continuous improvement throughout project lifecycles.
• Audit ongoing projects for alignment with client objectives, contractual obligations, and quality standards.
• Oversee technical and commercial deliverables, authorize financial submissions, and manage resource allocations across the Italconsult team.
• Identify and mitigate program-level risks through proactive monitoring using ARM systems and internal QA/QC procedures.
• Prepare reports, presentations, and strategic recommendations for senior management and key stakeholders.
• Ensure effective implementation of client management systems (PMDS, Blueworks) for reporting, change management, and performance tracking.
• Lead, mentor, and motivate multidisciplinary teams to foster collaboration and professional growth.
• Ensure the mobilization and retention of qualified personnel across all active projects.
