Technical Manager

Responsibilities:

  • Lead and manage all technical and engineering activities across the project
  • Review and approve design submissions, drawings, specifications, and technical reports
  • Ensure compliance with contract requirements, standards, and local authority regulations
  • Coordinate between design consultants, contractors, and PMC disciplines
  • Provide technical guidance during construction, value engineering, and problem resolution
  • Oversee design changes, technical queries, and non-conformance resolutions
  • Support the project team in constructability reviews and risk mitigation
  • Chair and participate in technical coordination and design review meetings
  • Ensure proper integration of civil, utilities, drainage, roadworks, and structures
  • Review method statements and technical proposals from contractors
  • Monitor technical performance and report progress to senior management
  • Support tender evaluations from a technical compliance perspective
  • Manage technical interfaces with authorities and stakeholders
  • Ensure accurate documentation and version control of all technical deliverables
  • Provide input into schedule impacts related to technical issues
  • Mentor and guide discipline engineers within the PMC team
  • Support project close-out activities, including as-built reviews and handover documentation

Essential Requirements:

  • Bachelor’s degree in Civil Engineering or a related engineering discipline
  • Minimum 15 years of experience, including significant exposure to infrastructure and road projects
  • Proven experience working in a PMC or consultancy environment
  • Strong knowledge of Saudi codes, standards, and authority requirements
  • Excellent coordination, leadership, and decision-making skills
  • Experience in GCC projects is strongly preferred
