Job Title: Technical Manager (High-Rise Building Project)

Location: Dubai, UAE

Job Summary

The Technical Manager is responsible for overseeing all engineering and technical aspects of a high-rise construction project. This includes design coordination, technical approvals, value engineering, and ensuring compliance with project specifications, local authority regulations, and international standards. The role bridges the gap between design, construction, and project management teams to ensure efficient and accurate project delivery.

Key Responsibilities

Technical Leadership & Coordination

  • Lead and manage the technical/engineering team including design engineers, BIM coordinators, and draftsmen.
  • Coordinate between consultants, subcontractors, and project teams to resolve technical issues.
  • Ensure all drawings, specifications, and technical documents are aligned and up to date.

Design & Engineering Management

  • Review and approve shop drawings, material submittals, and method statements.
  • Ensure compliance with IFC drawings, project specifications, and contract requirements.
  • Manage design changes, RFIs (Requests for Information), and technical clarifications.
  • Coordinate structural, architectural, and MEP designs to avoid conflicts.

Authority Approvals & Compliance

  • Liaise with Dubai authorities (e.g., Dubai Municipality, Civil Defense, DEWA, etc.) for approvals.
  • Ensure all engineering works comply with UAE codes, standards, and regulations.
  • Manage submission processes and track approvals to avoid delays.

Value Engineering & Optimization

  • Identify cost-saving opportunities without compromising quality or performance.
  • Propose alternative materials, methods, and solutions for efficiency.
  • Support procurement by providing technical input during vendor evaluation.

Construction Support

  • Provide technical guidance to site teams during construction.
  • Resolve design and engineering issues arising on-site.
  • Ensure constructability and practical implementation of designs.

Planning & Reporting

  • Support project planning team with technical inputs and sequencing.
  • Monitor progress related to technical deliverables and highlight risks.
  • Prepare technical reports and updates for senior management.

Quality & Risk Management

  • Work closely with QA/QC team to ensure compliance with quality standards.
  • Identify technical risks and implement mitigation measures.
  • Ensure adherence to health, safety, and environmental standards from a technical perspective.

Qualifications

  • Bachelor’s Degree in Civil Engineering or related discipline (Master’s preferred).
  • Professional certifications or memberships (e.g., PMP, Chartered Engineer) are an advantage.

Experience Requirements

  • Minimum 12–15 years of experience in construction, with at least 5–7 years in a Technical Manager or similar role.
  • Proven experience in high-rise building projects in Dubai/UAE.
  • Strong background in structural, architectural, and MEP coordination.
  • Experience working with main contractors or large developers.

Skills & Competencies

  • Strong technical knowledge of construction methods, materials, and systems.
  • In-depth understanding of UAE regulations and authority requirements.
  • Excellent leadership and team management skills.
  • Strong problem-solving and decision-making abilities.
  • Proficiency in AutoCAD, BIM (Revit/Navisworks), and MS Office.
  • Effective communication and stakeholder management skills.
