Position Summary

The Technical Department Manager is responsible for providing technical leadership and engineering support to project site operations, ensuring the successful execution of construction activities. The role oversees technical documentation, engineering coordination, design reviews, and compliance with project specifications to achieve project objectives within budget, schedule, quality, and safety requirements.

Key Responsibilities

• Report directly to the Construction Director and provide technical support for all engineering and construction activities.
• Assist the Construction Director in resolving technical issues related to project execution.
• Conduct technical reviews of construction drawings, specifications, and contract documents, and provide recommendations on engineering matters.
• Coordinate design changes and collaborate with the Commercial, Planning, and Contracts Departments to ensure effective project execution.
• Lead and manage the Project Technical Department, including Technical Engineers and CAD Draftsmen.
• Oversee the preparation, review, and timely submission of technical documents, including shop drawings, RFIs, method statements, and other engineering submittals.
• Liaise with clients, consultants, authorities, subcontractors, and suppliers to resolve technical issues and secure required approvals.
• Review technical submissions from subcontractors to ensure compliance with project specifications and contractual requirements.
• Attend technical coordination meetings with clients, consultants, subcontractors, and suppliers.
• Maintain effective control of project drawings, revisions, and technical documentation.
• Provide engineering solutions to resolve construction-related technical issues.
• Coordinate with design consultants to resolve construction challenges and improve work procedures.
• Monitor and review Non-Conformance Reports (NCRs) and ensure timely implementation of corrective and preventive actions.
• Coordinate the preparation of as-built drawings and project close-out documentation.
• Coordinate the preparation of method statements, inspection and test plans (ITPs), and technical checklists.
• Perform other duties as assigned by the Construction Director or Project Management.

Health, Safety & Environment (HSE) Responsibilities

• Ensure implementation of the project's Environmental, Health, and Safety (EHS) Management System within the assigned work area.
• Promote a proactive safety culture and encourage continuous improvement in safety performance.
• Ensure all new employees receive the required safety induction before commencing work.
• Ensure all team members understand their responsibility to immediately report unsafe acts, unsafe conditions, and incidents.
• Verify that personnel assigned to tasks are competent, medically fit, and adequately trained.
• Ensure compliance with client-specific EHS requirements and company safety policies.

Qualifications

• Bachelor's Degree in Civil Engineering or a related engineering discipline.
• Minimum 10 years of UAE experience in building construction, including at least 5 years in a managerial or technical leadership role.
• Strong experience in high-rise, residential, commercial, or mixed-use construction projects.
• Excellent knowledge of construction drawings, technical documentation, shop drawings, RFIs, and engineering coordination.
• Experience coordinating with consultants, clients, authorities, and subcontractors.
• Strong leadership, communication, problem-solving, and organizational skills.
• Proficiency in AutoCAD, Microsoft Office, and document management systems. Experience with BIM is an advantage.

Pay: AED22,000.00 - AED25,000.00 per month

Work Location: In person
