Tender & Contract Manager (GeM / CPP Portal Specialist)

India

Role Overview

You will lead and manage the full lifecycle of tendering and contracting processes, especially via government e-procurement portals like GeM and CPPP / eProcurement. You will ensure compliance, mitigate risk, improve win rates, and handle contract administration in line with policy, legal and commercial standards.

Portal & E-Procurement Management

  • Be the in-house expert on GeM (Government e-Marketplace): creating bids, reverse auctions, vendor onboarding, contract amendments, order placements, tracking, vendor ratings etc.
  • Be adept with the CPP / CPPP / eProcure / Central Public Procurement Portal for publishing tenders, managing bid submissions, corrigenda, addenda, bid opening, evaluation, award notices, etc.
  • Monitor and track tenders across portals; alert internal teams to upcoming deadlines or changes.
  • Coordinate with portal support / helpdesk for issue resolution (technical, compliance, access).
  • Ensure digital signature (DSC), encryption, document upload, XML / PDF / portal format compliance.

Tender & Bid Management

  • Review Request for Proposals (RFP), Request for Quotation (RFQ), Notice Inviting Tenders (NIT), Tender Documents, Terms & Conditions, schedules, and scope to identify requirements, risks and opportunities.
  • Plan the bid process: timeline, resource allocation, input gathering (technical, legal, financial), stakeholder coordination.
  • Prepare costing / pricing models, terms, value engineering, commercial strategies.
  • Negotiate with subcontractors, vendors, partners for optimal terms.
  • Ensure all portal-specific requirements are met (file formats, mandatory fields, annexures, certifications).
  • Follow up with clarifications, modifications, and respond to questions during the evaluation phase.

Contract Negotiation & Administration

  • Post-award, lead contract finalization, negotiation, execution, sign-off, and ensure contracts are uploaded / managed via portals or internal systems.
  • Maintain a contract repository and tracking mechanism (portal + internal).
  • Monitor contract performance: deliverables, milestones, deviations, SLA compliance, change orders.
  • Handle renewals, amendments, extensions, terminations, variations, claims, dispute resolution.
  • Conduct periodic contract reviews, audits, lessons learned, continuous improvements.

Risk, Compliance & Governance

  • Identify legal, financial, operational risks at tendering and contracting phases; propose mitigation and controls.
  • Ensure compliance with government procurement policies, General Financial Rules (GFR), CVC / audit / statutory guidelines, portal rules.
  • Develop standard templates, checklists, compliance guidelines specifically for portal usage.
  • Provide training / handholding to internal teams (procurement, legal, operations) on portal procedures, bid practices, contract management.

Reporting & Performance Metrics

  • Track and report KPIs: number of tenders participated, wins, margins, portal rejections, cycle times, contract amendments, claims.
  • Prepare dashboards, bid vs actual analysis, competitor benchmarking, post mortem reviews.
  • Recommend improvements in process, automation, portal integration, workflow enhancements.

Key Skills & Competencies

  • Extensive working experience with GeM / Government e-Marketplace (bids, auctions, vendor management) India Government Website+1

  • Good knowledge of digital signatures, encryption, file formats (XML, PDFs), portal uploads.
  • Strong commercial acumen, negotiation ability, attention to detail.
  • Ability to interpret legal / contract terms, risk clauses.
  • Analytical and financial modeling skills.
  • Excellent communication (written / verbal), coordination across cross-functional teams.
  • Time management, multitasking, ability to work under tight deadlines.
  • Integrity, proactiveness, decision-making.

Qualifications & Experience

  • B.Tech degree in Mechanical or Electrical Engineering. (Master’s / MBA /Marketing/Business is a plus)
  • Certifications in procurement / contract management / supply chain desirable.
  • 10 to 12 years relevant experience in tendering, procurement, contract management—ideally in government / PSU / infrastructure / large projects.
  • Prior hands-on experience working with GeM and CPP / eProcurement portal systems.
  • Exposure to high-value, complex contracts, claims, amendments, multi-party negotiations.
