Job Title: Tender / Proposal Engineer
Location: Qatar
Reports To: Tender Manager / Commercial Manager

Salary Range: QAR 15,000 – 20,000 (Full Package)

Job Purpose:
To prepare, coordinate, and submit high-quality technical and commercial proposals for infrastructure and tunnelling projects, ensuring compliance with client requirements and company standards.

Key Responsibilities:

• Review tender documents, drawings, specifications, and BOQs in detail
• Prepare complete technical and commercial proposals within submission deadlines
• Coordinate with estimation, engineering, procurement, and project teams for inputs
• Assist in cost estimation, quantity take-offs, and pricing strategies
• Develop method statements, project execution plans, and technical write-ups
• Identify risks, assumptions, and key requirements in tender documents
• Support in preparing prequalification documents and expressions of interest (EOI)
• Maintain proper documentation and version control of all tender submissions
• Respond to client clarifications and support post-tender negotiations when required

Minimum Experience:

• At least 5 years of proven experience in tendering and proposal preparation
• Hands-on experience working on infrastructure and tunnelling projects in Qatar
• Experience with major civil, utilities, or underground works projects is preferred

Education:

• Bachelor’s Degree in Civil Engineering or a related Engineering discipline

Skills & Competencies:

• Strong understanding of BOQs, specifications, and construction drawings
• Good knowledge of infrastructure, utilities, and tunnelling works
• Ability to work under tight deadlines and manage multiple tenders simultaneously
• Strong coordination and communication skills
• Proficiency in Microsoft Office and estimation/tendering tools
