Job Purpose:

To manage and prepare all tendering and bidding activities related to construction projects by developing and submitting technical and financial proposals through official e-tendering platforms such as Etimad and SAP Ariba, ensuring full compliance with client requirements and maximizing the company’s chances of winning new projects.


Key Responsibilities:

  1. Receive and manage tender invitations from public and private clients through e-tendering platforms (Etimad, SAP Ariba, or other corporate systems).
  2. Review tender documents and analyze the technical, financial, and contractual requirements.
  3. Prepare and compile technical and financial proposals in coordination with the engineering, finance, and procurement departments.
  4. Collect quotations from suppliers and subcontractors and update the pricing database.
  5. Upload and submit bids accurately and on time through the required online platforms.
  6. Ensure all legal and administrative documents are complete (bid bonds, commercial registration, certificates, GOSI, Zakat & Tax clearance, etc.).
  7. Follow up on tender status after submission until award announcement, and analyze win/loss results.
  8. Attend pre-bid meetings and prepare clarifications and correspondence with clients.
  9. Coordinate with the legal department to review contract terms and ensure compliance with company policies.
  10. Prepare periodic reports on submitted tenders and awarded projects.


Qualifications and Experience:

  • Education: Bachelor’s degree in Engineering (Civil / Architectural / Mechanical / Electrical) or Business Administration or a related field.
  • Experience: 3–5 years of experience in tendering and contracts within the construction sector.
  • Systems Knowledge:
  • Etimad Platform (for government tenders and e-bidding).
  • SAP Ariba (for corporate and enterprise tenders).
  • Microsoft Office Suite (Excel, Word, PowerPoint).
  • Strong knowledge of procurement and tendering regulations in Saudi Arabia.
  • Proficiency in English (written and spoken).
