BRIEF POSITION SUMMARY

Performs routine (journey-level) staff services work. Performs work in several staff services functions pertaining to a variety of personnel and administrative duties relating to human resources, purchasing, records management, and accounting/bookkeeping. Provides support and technical assistance to internal and departmental staff; coordinates the dissemination of information; develops filing systems; and executes internal administrative support work. Reports to the CES Commander. Works under moderate supervision, with limited latitude for the use of initiative and independent judgment.

Work Hours: Tuesday-Friday, 10 Hours a day, 40 Hours a week

ESSENTIAL JOB FUNCTIONS AND RESPONSIBILITIES

  • Coordinates and performs work in several staff services functions.
  • Performs general office duties such as ordering supplies, performing basic bookkeeping work, and assisting with state employee human resource management tasks.
  • Develops, and maintains filing, record-keeping, and records management systems.
  • Coordinates the preparation, editing, and distribution of correspondence, reports, forms, and documents.
  • Provides assistance answering and routing phone calls, taking messages, and greeting and directing visitors to the appropriate staff.
  • Sets up equipment for employee use to include telecommunications and/or information technology needs; ensures proper installation of cables, operating systems, or appropriate software; and troubleshoots or resolves computer-related issues.
  • Provides technical assistance and/or customer service support to staff regarding user inquiries related to computer software, hardware operation and the use and interface of systems and software applications relating to program.
  • Maintains administrative, bookkeeping, personnel, and daily data communications records.
  • Acts as the Integrated Engineering Management System (iEMS) Administrator to facilitate effective management of resources through the work planning, scheduling, tracking, and execution required to support facility requirements, utility utilization and major construction
  • Assists in the review and recommendation of the procurement and inventory of equipment, materials, and supplies to include information technology hardware and/or software.
  • May manage and maintain schedules and travel arrangements for leadership.
  • Attends work regularly and observes approved work hours in accordance with agency state employee policies & procedures handbook.
  • May be required to perform duty in support of national emergencies, disasters, missions, and other requests to include holidays, evenings and weekends.
  • Performs related work as assigned.
Qualifications


MINIMUM QUALIFICATIONS

EDUCATION

  • Graduation from an accredited four-year college or university is required (substitution allowed).

PREFERRED EDUCATION:

  • Graduation from an accredited four-year college or university with major coursework in human resources management, public administration, business administration or a related field is preferred.

EXPERIENCE:

  • One (1) year of experience in office management, human resources administration, staff support, program management and/or fiscal management activities is required.
  • Experience using Microsoft Office Suite applications is required.

SUBSTITUTION:

  • Additional years of work experience in office management, business administration, staff support, and fiscal management activities may substitute for required education on a year per year basis up to four years.

PREFERRED EXPERIENCE

  • Experience with records management to include developing and maintaining files, is preferred.
  • Experience in Defense Travel System (DTS) for travel coordination
  • Experience in Air National Guard Reserve Order Writing System (AROWS)
  • Experience in Microsoft TEAMS platform

REGISTRATION, CERTIFICATION OR LICENSURE:

  • A valid driver's license is required. *The ability to obtain a Texas Driver’s License will be required within the first 30 days after entering Texas as a new resident. A satisfactory driving record is required for operating state or personal vehicles to conduct agency business.

OTHER REQUIREMENTS:

  • Background Investigation. Selected candidate must pass federal security background investigation. The process includes a National Agency Check and Inquiry (NACI) and fingerprinting. New employees must complete and sign the Office of Personnel Management (OPM) Form SF85. Completed forms are submitted to the OPM for the background investigations.

  • Eligibility to Work in the U.S. The Immigration Reform and Control Act of 1986 requires all new employees to present proof of eligibility to work in the United States within three (3) days of being hired. The Texas Military Department participates in E-Verify and will provide the Social Security Administration (SSA) and, if necessary, the Department of Homeland Security (DHS), with information from each new employee's Form I-9 to confirm work authorization. All offers of employment are contingent upon the candidate having and maintaining legal authorization to work in the United States. Failure to present such authorization within the time specified by the U.S. Department of Labor will result in the offer being rescinded.

  • Sponsorship. Candidates must be eligible to work in the United States without requiring sponsorship.

PHYSICAL/WORKING
CONDITIONS

Work is typically performed in a sedentary office setting. When inside, incumbent is exposed to normal office temperatures and noise. Work typically involves standing, walking, and working for extended periods of time. This position may periodically require the ability to lift, carry, move, and/or set up equipment and materials that weigh up to 25 pounds.
