TERMS OF REFERENCE (TOR)

Introduction/ Background

Pak Mission Society (PMS) is a national relief and development, non-governmental, and not-for-profit organization established in 2004 and registered under the Societies Registration Act 1860. PMS works to improve the lives of marginalized and underserved communities across Pakistan, irrespective of gender, ethnicity, religion, or social background. PMS holds a valid Memorandum of Understanding (MoU) / NOC from the Economic Affairs Division (EAD), enabling it to operate nationally.

Under the ILMPact Project, PMS aims to promote inclusive and equitable education by addressing barriers that prevent children from fully participating in learning. One of the key barriers faced by school children is undiagnosed health conditions and disabilities, including visual, hearing, physical, cognitive, and developmental impairments.

In Dera Ismail Khan district, many school-going children lack access to routine health assessments, resulting in delayed diagnosis and limited educational participation. To address this gap, PMS plans to conduct comprehensive school-based health screenings for approximately 10,000 students across 25 government girls schools. The initiative focuses on early identification, referral, and support for children with health-related and disability-related needs, contributing to improved learning outcomes and inclusive education.

Objectives

The primary objectives of this assignment are to:

• Identify school children with potential health, developmental, or functional concerns
• Detect disabilities or impairments related to vision, hearing, speech, mobility, and cognition
• Recommend appropriate medical referrals and assistive devices for children in need
• Promote early intervention, health awareness, and inclusive education among teachers and parents

Scope of Work

The individual consultant / medical team / consulting firm will undertake the following tasks:

3.1 Health Screening Activities

• Conduct structured medical and developmental screenings using approved tools (e.g., WHO Ten Questions, Washington Group Child Functioning Module)
• Assess children’s growth, vision, hearing, speech, mobility, posture, and overall physical and mental wellbeing
• Observe and document physical impairments, limb deformities, motor difficulties, and posture challenges

3.2 School-Based Medical Camps

• Conduct eye, hearing, and physical screening camps in 25 government girls schools
• Screen an average of 300–500 students per school (approximately 10,000 students in total)
• Identify and document functional difficulties and types of disabilities
• Recommend referrals and assistive devices for children with mild to moderate disabilities

3.3 Use of medical tools and instruments

Use of proper medical tools and instruments for health screening vendor must have below tools and equipment:

• Physical checkup instruments
• Otoscope
• Tongue Depressor
• Tuning Fork
• Nasal Speculum
• Snellen
• Optical Trial Lens Set
• Opthalmoscope
• Color Blind book

3.4 Data Collection and Documentation

• Record screening data using Kobo Tool or other PMS-designated tools
• Data base and dashboard of age and gender segregated
• Ensure daily data verification, completeness, and confidentiality
• Prepare daily and weekly progress summaries

Team Composition

The assignment will be carried out by the following medical and technical team:

Key Responsibilities

Medical Officer / Specialist

• Conduct comprehensive health and functional screenings
• Identify children requiring further evaluation and referral
• Supervise screening teams and ensure ethical, child-friendly practices
• Provide preliminary diagnoses and referral notes
• Verify and approve screening data
• Prepare daily reports and ensure compliance with child safeguarding standards

Optometrist

• Conduct vision screening tests (visual acuity, color vision, alignment)
• Identify refractive errors and visual impairments
• Recommend referrals and provide basic eye-care counseling

Audio metrist

• Conduct hearing screening using functional tests and equipment (
• Support identification of hearing impairments and referrals

Data Assistant

• Enter and manage screening data in Kobo Toolbox
• Verify data accuracy and completeness
• Prepare progress summaries and support reporting

Timeframe

The duration of the assignment will be 30 days, from 15 January 2026 to 14 February 2026.

Screenings will be conducted during school working hours in a child-friendly environment. Parents/guardians or teachers will be present during screening to ensure transparency and safeguarding.

Eligibility Criteria

The following criteria must be met to be considered eligible:

• Valid registration with relevant medical authorities (PMC / PMDC)
• Licensed medical specialists in relevant fields (Ophthalmology, ENT/Audiology, Physiotherapy/Orthopedics)
• Proven experience in school-based or community-based health screening programs
• Availability of a qualified female medical team as per ToR requirements
• Valid National Tax Number (NTN) and legal registration (individual or institutional)
• Written commitment to comply with child safeguarding, ethical standards, and data confidentiality

Evaluation Criteria

• Relevant Experience: Demonstrated experience in conducting large-scale school or community health screenings, medical camps, or disability identification programs
• Technical Expertise: Proven clinical capacity in vision, hearing, physical, and developmental screening of children
• Team Composition: Availability of qualified and licensed specialists as specified in the ToR, with clearly defined roles and responsibilities
• Methodology and Work Plan: Clear, feasible, and child-friendly screening methodology aligned with the ToR objectives and timelines
• Data Management and Reporting: Experience in digital data collection (e.g., Kobo Toolbox), reporting, and confidentiality management
• Safeguarding and Ethics: Strong understanding and application of child safeguarding principles, informed consent, and ethical medical practices

Reporting and Supervision

• Technical and operational reporting to Project Manager – ILMPact Project, PMS DI Khan
• Daily summaries and final reports submitted as per PMS reporting requirements

Payment Terms

• Payment will be released within 15 days after completion of the assignment
• Payment will be made through cross cheque
• Proposed cost must be inclusive of all applicable taxes

Ethical Considerations

The consultant/team must adhere to the following ethical standards:

• Obtain informed consent from parents or guardians
• Maintain confidentiality of all health-related information
• Ensure child-friendly, non-invasive screening procedures
• Uphold dignity, privacy, and inclusion of every child

Inclusivity, Privacy, and Dignity

Each child will be screened individually to ensure privacy and comfort. All personal and medical information will be kept strictly confidential and used only for project purposes. The screening process will respect the dignity and rights of every child, regardless of health status or background.

Technical Proposal

The bidder must submit the following document with the technical proposal.

• Company/consultant profile – including the list of relevant experiences

• CV of proposed staff

• One pager – plan of action for the proposed assignment

• Work plan

• Sample report of previously completed similar assignment.

Financial Proposal

• Proposed financial offer with complete breakdown of activities (as per format attached)

• The financial proposal must be submitted in PKR with tax (as per format attached)
