Are you a visionary leader passionate about shaping the future of total rewards? The City of Lincoln and Lancaster County are seeking an accomplished Total Rewards Division Leader to drive innovative compensation, benefits, and wellbeing programs across the enterprise. This is a high-impact, hands-on role that combines strategic vision with operational excellence to advance workforce excellence across a dynamic, union and non-union workforce.

Day in the Life

  • Influence policy, optimize technology, modernize programs, and enhance the employee experience, ensuring that our compensation and benefits strategies attract, retain, and engage top talent.

  • Develop and execute comprehensive total rewards strategies across all City departments and County agencies. This position also will partner with HRIS to deploy and optimize Oracle HCM modules, ensuring compliance, adoption, and scalability.

  • Collaborate with HR leaders, departments, and agencies to forecast labor compensation, manage workforce needs, and align staffing with organizational goals.

  • Ensure adherence to federal, state, and local labor laws, union agreements, and internal policies.

  • Serve as a change agent, guiding adoption of innovative compensation, benefits, and wellness programs using advanced analytics.

  • Reinforce a people-first culture, supporting both retention and organizational excellence.

Minimum Qualifications/Necessary Special Requirements

Minimum Qualifications

  • Bachelor in Human Resources, Business or Public Administration, Finance or related field.
  • At least five years of experience in the administration of employee compensation and benefits.
  • Five years of leadership experience.
Preferred Qualifications
  • Strong knowledge of union and non-union labor models, including hourly and temporary workforce dynamics.
  • Proven ability to lead large, multi-disciplinary teams.
  • Track record of driving innovative compensation, benefits, and wellness strategies that balance pay equity, compliance, and market competitiveness.
  • Exceptional leadership, communication, and influence skills, with experience collaborating across Finance, HR, and operational departments.
  • Experience leading large-scale Compensation and Benefits teams in enterprise-level organizations.
  • Strong strategic partnership with Finance, including workforce planning, labor forecasting, and alignment of total rewards strategies with financial goals.
  • Expertise in workforce analytics, labor modeling, and business intelligence tools to drive data-informed decisions.
  • Excellent analytical, problem-solving, and critical thinking skills.

To be eligible for insurance benefits, employees must work at least 30 hours per week.

To be eligible for the retirement plan, employees must work at least 20 hours per week.
