Transit & Rail Systems Engineering Technical Delivery Lead

WSP USA is seeking a Transit & Rail Systems Engineering Technical Delivery Lead to support the consistent, efficient, and high-quality delivery of systems engineering and systems integration services across transit and rail programs nationwide. This role provides enterprise-level leadership for systems engineering delivery , supporting projects led by or supported by WSP’s Systems Engineering teams across regions, asset classes, and delivery models.

The Technical Delivery Lead focuses on strengthening delivery practices, improving systems integration consistency, and aligning project execution with WSP’s delivery standards. The role plays a key part in helping WSP scale systems engineering delivery, proactively manage interface risk, and continuously enhance systems integration practices across complex transit and rail programs.

This position serves as a subject matter authority for transit systems and technology integration, bridging planning, engineering, operations, and systems integration. The successful candidate will play a critical leadership role in supporting the development of systems engineering strategy, advancing systems integration excellence, and the delivery of complex transit and rail infrastructure programs across the United States.

Your Impact

Strategic Leadership

  • Provide strategic leadership strategic leadership in the development and implementation of transit and rail systems engineering and systems integration delivery strategies across WSP’s Transit and Rail systems engineering portfolio
  • Develop and support team assignment and deployment strategies for Systems Engineers to align technical expertise, workload, and project needs across the national portfolio.
  • Partner with Transit & Rail leadership to align delivery practices with WSP’s national business plan, growth objectives, and organizational priorities.
  • Maintain a forward-looking perspective on systems engineering delivery improvements, identifying opportunities to enhance efficiency, coordination, and consistency.
  • Advise Transit & Rail senior leadership on systems engineering and technology positioning for major pursuits, megaprojects, and marquee programs.
  • Support alternative delivery models with integrated systems engineering and technology delivery strategies
  • Partner with Transit & Rail leadership to align delivery practices with WSP’s national business plan, growth objectives, and organizational priorities.

Systems Integration & Delivery Oversight

  • Provide technical leadership to support consistent application of systems engineering processes and systems integration requirements across projects.
  • Promote best practices related to requirements management, interface management, configuration management, and verification and validation.
  • Provide strategic and technical guidance to project teams on systems integration risks, interface complexity, and delivery sequencing across civil, rail, facilities, rolling stock, and third-party contracts.
  • Support alignment with client and agency expectations related to systems engineering rigor, integration maturity, and operational readiness.

Business Development & Market Expansion

  • Provide oversight and guidance to support delivery quality and technical consistency of systems engineering work products.
  • Support the development and refinement of QA/QC expectations, review processes, and delivery checkpoints specific to systems engineering and integration scopes.
  • Monitor trends related to interface-driven issues, rework, and delivery challenges, and recommend improvements to delivery practices.
  • Support expansion into new geographic markets, major infrastructure programs, and emerging delivery models.
  • Lead systems engineering and technology scope development for proposals, pursuits, and client interviews.
  • Identify cross-selling and cross-sector opportunities across WSP USA practices.
  • Build and maintain strategic relationships with OEMs, systems integrators, and technology providers.

Team Leadership & Mentorship

  • Work collaboratively with Systems Engineering discipline leads, project managers, and regional leadership to support successful project delivery.
  • Coordinate with Project Controls and Alternative Delivery teams to support risk management, schedule alignment, and delivery efficiency.
  • Serve as a connector across teams and regions to promote alignment, consistency, and shared understanding of systems engineering delivery expectations.
  • Establish team-level expectations for use of WSP QA/QC standards, design review protocols, and systems assurance processes.
  • Mentor project managers and discipline leads in systems coordination, interface management, and delivery best practices.

Key Performance Indicators (KPIs)

  • Improved consistency of systems engineering delivery practices across regions and programs.
  • Effective utilization and deployment of Systems Engineering staff across major pursuits and megaprojects, supporting increased capture rates across the national Transit & Rail portfolio.
  • Reduction in delivery challenges related to systems integration interfaces and process inconsistencies.
  • Positive feedback from project managers and discipline leads regarding delivery support and technical guidance.
  • Documented improvements to systems integration and systems engineering delivery practices over time.
  • On-time and on-budget delivery of systems and technology scopes.

Who You Are

Required Qualifications

  • Bachelor’s degree in Engineering, Systems Engineering, Electrical Engineering, or a related field.
  • 12+ years of progressive experience in transit and rail systems engineering and/or systems integration.
  • Demonstrated experience leading or overseeing systems engineering delivery on complex transit or rail programs.
  • Strong technical understanding of systems integration principles, interface management, and the systems engineering lifecycle.
  • Ability to operate at a strategic and programmatic level while maintaining technical credibility with project teams and clients.
  • Excellent communication, facilitation, and executive-level presentation skills.
  • Experience delivering federally funded projects and supporting operational readiness and certification processes.

Preferred Qualifications

  • Professional Engineer (P.E.) license.
  • Systems Engineering certification.
  • Experience in alternative delivery environments.
  • Experience leading national or multi-office technical teams.
  • Familiarity with FTA-funded project environments and systems engineering or operational readiness expectations.
  • Experience with PTC, CBTC, or advanced rail signaling systems.

Compensation:
Expected Salary (all locations): $167,000 - $285,000

WSP USA is providing the compensation range that the company in good faith believes it might pay and offer for this position, based on the successful applicant’s education, experience, knowledge, skills, abilities in addition to internal equity and specific geographic location. WSP USA reserves the right to ultimately pay more or less than the posted range and offer additional benefits and other compensation, depending on circumstances not related to an applicant’s sex or other status protected by local, state, and/or federal law.
