ESSENTIAL JOB FUNCTIONS: Works under the direction of an assigned manager to provide strategic oversight, program development, and administrative leadership for the Victim Services Division within the Memphis Police Department. Provides high-level leadership for the Victim Services Division to ensure consistent and effective program implementation. Develops, implements, and evaluates victim services policies, protocols, and strategic plans to align with departmental goals and grant objectives. Manages staffing structures, workload allocation, and succession planning to ensure sustainable and high-quality victim services. Directs budget planning, grant compliance, and financial accountability for victim services operations. Serves as the primary MPD liaison with city, county, state, and federal agencies on victim services initiatives. Builds and sustains partnerships with prosecutors, courts, community-based organizations, and victim advocacy networks to strengthen services and expand resources. Represents MPD on coalitions, advisory boards, and community forums related to violence prevention, victim services, and trauma-informed care. Ensures all victim services comply with Violent Crime Intervention Fund (VCIF), federal, state, and local funding and reporting requirements. travel to community sites and crime scenes across the city as needed. Oversees data collection, program evaluation, and performance metrics, ensuring accuracy in reporting outcomes to leadership and funders. Identifies gaps in services and implements corrective actions or enhancements as needed. Develops and oversees training for victim services staff and MPD officers on trauma informed practices, victim rights, and cultural competency. Promotes staff development through mentorship, continuing education, and professional certifications. Ensure staff are equipped with the latest evidence-based tools, protocols, and approaches. Ensures victims and survivors receive consistent, timely, and compassionate services, including crisis intervention, court accompaniment, safety planning, and referrals. Upholds MPD’s mission of treating victims with dignity and respect while improving trust between law enforcement and communities most impacted by crime. Responds to high-profile or complex cases as needed, providing leadership in coordination and communication with victims ‘families.

TYPICAL PHYSICAL DEMANDS: Must be able to communicate clearly both verbally and in writing with the general public and staff at all levels of the organization. Requires the ability to operate general office equipment such as computer, telephone and copier. Requires the ability to operate an automobile.
TYPICAL WORKING CONDITIONS: Work is performed in an office environment at a police precinct. Frequent travel to community sites and crime scenes across the city is required. Some evening and weekend shifts may be required.
MINIMUM QUALIFICATIONS: Bachelors degree in Business Administration, Public Administration, Social Work, Criminal Justice or related field and eight (8) years’ professional experience in victim services and/or social work with six (6) of the years in a managerial or supervisory capacity or any combination of experience and training which enables one to perform the essential job functions. Must possess and maintain a valid driver’s license as a condition of continued employment. Working experience in trauma-informed care, evidence-based practices in victim advocacy, and criminal justice system operations is required.
PREFERRED QUALIFICATIONS: Master’s degree in Business Administration, Public Administration, Social Work, Criminal Justice or related field. Certifications for Victim Advocates or Crisis Responder is preferred.
