Vegetation Management Inspector

Position Description



The Harris County Flood Control District is seeking qualified candidates for the role of Vegetation Management Inspector.

The District’s core mission is to mitigate the risk of flooding in Harris County, which boasts a population of over 4.7 million and includes the City of Houston, the fourth largest city in the United States. The District’s responsibilities extend to approximately 1,500 channels spanning nearly 2,500 miles, over 60 regional stormwater detention basins covering more than 10,000 acres, and several wetlands mitigation banks, such as Greens Bayou.

Job Summary:
Responsible for inspecting and providing quality control of the District’s drainage and channel maintenance projects. The Inspector will work closely with outside contractors to inspect streams and bayous for needed maintenance, including turf establishment, mowing, debris removal, selective clearing, tree planting, and hazardous tree removal.

Essential Functions & Duties:
Field Operations & Inspections
  • Inspect the District’s infrastructure, such as channels, detention basins, and buy-out lots, for needed maintenance.
  • Measure, calculate, and verify contract quantities completed by the contractor for payment.
  • Maintain daily records of work performed by contractors.
Project & Contract Management
  • Complete project work orders and schedule contract work.
  • Complete daily status reports, project reports, and contractor work schedules.
  • Schedule and conduct meetings with contractor representatives.
Financial & Administrative Tasks
  • Prepare invoice estimates for monthly contractor payments.
  • Prepare correspondence, complete forms, and maintain records and files
Additional Responsibilities & Duties
  • Assume additional responsibilities as required, adapting to the District's evolving demands, responsibilities, needs, and objectives.

Requirements

Education and Experience:
  • Requires a high school graduate or equivalent from an accredited college or university
AND

  • One (1) year of verifiable experience in vegetation management, construction inspection, and/ or landscape Installation
OR
  • Five (5) years’ experience in project management, business, or a similar field.

Licensure:
  • Valid Class "C" Texas Driver’s License
Knowledge, Skills, and Abilities:
  • Good knowledge of Microsoft Office applications.
  • Good verbal & written communication skills.
  • Ability to prioritize and manage multiple projects and/or assignments.
  • Ability to be self-motivated.
  • A self-starter.
  • Ability to work in an outdoor setting.
  • Good organizational skills.

Preferences

Education:

Physical Demands & Environmental Exposure:
  • Frequent walking up and down steep slopes of ditches or on rough and uneven surfaces or ground such as sloping terrain, plowed or furrowed areas, or construction sites.
  • Frequent stooping, bending, reaching, lifting, and carrying items up to 11 pounds and occasional lifting of up to 20 pounds.
  • Frequent driving of a vehicle with automatic controls.
  • Occasional sorting, filing, shelving, and handling documents, books, files, file drawers, and related materials and equipment required for clerical operations.
  • Occasional sitting for extended periods of time, ascending and descending stairs.
  • Approximately 90% of duties are performed outdoors, where there will be routine exposure to significant levels of heat, cold, moisture, air pollution, wind, and dust.
  • May be exposed to vegetation retardants, herbicides, and fertilizers, petroleum products, including but not limited to gasoline, oil, grease, diesel, and other fuels and lubricants, snakes, wildlife, wasps, bees, and other flying or walking insects, aquatic bacteria, viruses, and other micro-organisms, vibration or noise in excess of 85 decibels.
  • Approximately 10% of duties are performed indoors in a normal office environment with acceptable lighting, temperature, air conditioning, and noise levels.
