WORK PERMIT RECEIVER - OIL & GAS

Job Title: Work Permit Receiver

Job Purpose

  • Execute and manage Permit-to-Work (PTW) receipt and work authorization activities in a live refinery brownfield environment.
  • Ensure all mechanical, piping, E&I, and civil works are properly permitted, isolated, and executed in compliance with SASREF PTW procedures, SABIC safety standards, and SIMOPS requirements.
  • Support Unit B operational conditions and Unit A shutdown activities.

Key Responsibilities

  • Receive and validate PTW from SASREF Operations for all construction, maintenance, and commissioning activities.
  • Verify permit conditions, isolation requirements, and hazard controls prior to work commencement.
  • Ensure Lock-Out Tag-Out (LOTO) implementation and verification for electrical, mechanical, and process isolations.
  • Conduct pre-work safety checks and confirm gas testing results for H2S, LEL, and O2 within valid timeframes.
  • Coordinate Simultaneous Operations (SIMOPS) clearances for work adjacent to operational Unit B.
  • Verify radiography permits, confined space entry permits, hot work permits, and excavation permits as required.
  • Maintain awareness of adjacent ongoing operations and potential interaction hazards.
  • Confirm workfront preparation, including barricading, signage, and emergency equipment placement.
  • Verify toolbox talk completion and crew competency for permitted work.
  • Ensure PPE compliance per activity hazard classification.
  • Maintain an active permit register with real-time status tracking.
  • Execute shift handover of active permits with incoming crews.
  • Monitor permit validity periods and coordinate renewals or extensions.
  • Close out permits upon work completion, area inspection, and safe reinstatement.
  • Maintain emergency communication with Control Room and HSE Supervisor.
  • Execute emergency stop procedures and crew evacuation if conditions change.
  • Report permit violations, near-misses, and unsafe conditions immediately.

Mandatory Requirements

  • High School Diploma minimum; technical diploma preferred.
  • SABIC or Aramco-approved PTW Receiver certification or equivalent.
  • H2S Awareness minimum; H2S Supervisor preferred.
  • First Aid certification.
  • Fire Watcher certification.
  • 5+ years of PTW coordination experience in KSA oil and gas industry.
  • Refinery or petrochemical facility experience mandatory.
  • Knowledge of LOTO procedures, gas testing protocols, and isolation standards.
  • Radio communication, permit documentation, and basic computer skills.
  • Professional-level English; Arabic preferred.
  • Transferable Iqama required.

Preferred Qualifications

  • SASREF-specific PTW system experience.
  • Confined Space Entry Supervisor certification.
  • Hot Work Permit Receiver authorization.
  • Gas Testing Certification (portable gas detector operation).
  • NEBOSH International General Certificate or equivalent.
  • Scaffold inspection awareness.

Working Conditions

  • Twelve-hour shifts during normal operations; 24-hour rotation capability during shutdown.
  • Work in live refinery environment with H2S, hot work, and confined space hazards.
  • Outdoor exposure in Saudi climate conditions.
  • On-call availability for emergency permit requirements.

Interfaces

  • SASREF Operations: permit issuance, isolation confirmation, and gas testing.
  • HSE Supervisor: high-risk permit authorization and incident reporting.
  • Construction Piping/E&I Supervisors: workfront readiness and permit clarification.
  • Permit Holder/Applicant: permit request submission and scope verification.
  • Control Room: emergency communication and operational status updates.

  • Zero permit-related incidents or violations.
  • 100% permit compliance audit score.
  • Permit processing time within SASREF standards.
  • Accurate permit register maintenance.
  • Timely shift handover completion.

Job Type: Full-time

Pay: ﷼5,000.00 - ﷼6,000.00 per month
