UNOPs is recruiting, on behalf of UNEP, consultants to undertake the stocktake review.
Job Highlight:
The consultant will lead a critical stocktake of National Adaptation Plan (NAP) implementation in KP, Balochistan and GB. This involves assessing provincial adaptation programs, mapping them against NAP priorities using an analytical framework, and providing data for Pakistan’s national M&E framework and future financial investment plan.
Role Purpose:
The overall objective of this consultancy is to undertake an assessment of NAP implementation through a stock take of programmes and projects in KP, Balochistan and GB. The Consultant will report directly to the NAP National Project Manager, in close coordination with the AS, MoCC&EC. All deliverables will be submitted to NAP and MoCC&EC for review and approval. Regular progress meetings will be held to review performance and adjust priorities.
Functions/ Key Results expected:
Prepare analytical framework
Review NAP 2023 document in order to internalize its objectives, the priority sectors and 117 priority programmes and projects.
Review the Climate change policies and action plans for Punjab, Sindh, and AJK Provinces, including municipal climate action plans, and other related strategies and plans
Assess the linkages between the Province and municipal plans with the Federal NAP and where there are connections, and any gaps
Prepare and propose an excel matrix for documenting stock take of adaptation projects and linkages with NAP, and seek clearance from the NAP National Project Manager. The matrix should refer to the NAP sectors and adaptation investment lists in the NAP and should compare Provincial level action in respect of geographical coverage: District, tehsils, and union councils; type of investment provisioned for by the project/programme and funding source and budget.
Stock Take of Adaptation Projects
Carry out the stock take of adaptation interventions according to the analytical matrix developed in Task 1. Adaptation initiatives considered should be those carried out by provincial or regional authorities under the provincial planning and development departments (P&DDs), Public Sector Development Programme (PSDP), Annual Development Programme (ADP) and development partners (UNRCO, FAO, WFP, UNICEF, etc.) in relation to the sector priority action lists in the NAP document.
Carry out validation of collected information and gaps identified in Punjab, Sindh, and AJKwith the Provincial governments;
Based on identified gaps and capacity needs and implementation barriers, develop a synthesis report and advise MoCC&EC on actions to strengthen coordination of MoCC&EC with Punjab, Sindh, and AJK.
Provincial Monitoring and Reporting on NAP Implementation
Map the stock-take of projects and investments against the Global Goal on Adaptation framework of indicators adopted at COP30 with the proposed targets for that project;
Prepare a summary report on the coverage of GGA indicators across the 7 thematic areas of the GGA and 4 planning areas and identify whether and what the gaps are and additional indicators not currently in the GGA framework;
Liaise with the firm engaged to develop the Monitoring and Evaluation Framework for Pakistan’s National Adaptation Plan to connect the information gathered on the Provincial level stocktake on climate resilient initiatives and performance indicators to the national level monitoring framework.
