Job Title: Admin Manager
Location: UAE - Travel required across multiple sites.
Job Summary:
We are seeking a seasoned, compliance-focused Multi-Site Operations & Accommodation Manager to lead and manage all administrative, facility, and staff welfare functions across our various operational sites, including corporate offices, warehouses, and labor/staff accommodation camps throughout the UAE. The role requires proven expertise in regulatory compliance and managing diverse, multi-cultural teams.
Key Responsibilities
1. Labor Camp & Staff Accommodation Management (Critical Focus)
- Oversee the full operational management of multiple staff accommodations/labor camps, ensuring strict compliance with all UAE Ministry of Human Resources and Emiratisation (MoHRE) regulations and Ministerial Resolution No. 44 of 2022, regarding worker welfare, sanitation, and accommodation standards.
- Manage accommodation capacity, room allocation, bed spacing.
- Ensure the provision and maintenance of all essential amenities, including dining facilities, medical rooms, and prayer areas, in line with statutory requirements.
- Implement robust security, health, and fire safety protocols (HSE) across all accommodation sites, managing required inspections and certifications.
2. Multi-Site Administration & Governance
- Lead and standardize all administrative processes across multiple offices, warehouses, and camps to ensure operational uniformity and compliance with federal and local laws.
- Implement and enforce strong Administrative Documentation & Governance Skills; this includes maintaining meticulous records for trade licenses, vehicle registrations, insurance, lease agreements, and administrative permits.
- Manage operational budgets for all sites, including facility maintenance, utilities, supplies, and accommodation services.
3. Facility Management (FM)
- Develop and execute proactive Facility Management strategies for all premises (offices, warehouses, camps), covering soft services (cleaning, security, waste management) and hard services (MEP, civil works).
- Manage relationships and performance of third-party vendors and contractors for maintenance and repairs, ensuring service quality and cost efficiency.
4. Team Leadership & Supervision
- Demonstrate strong, verifiable experience in managing and leading a diverse operational team, including:
- Supervisors (Admin, Camp, Maintenance)
- Drivers/Transport Coordinators
- Office Assistants/Admin Staff
- Camp Staff/Welfare Officers
- Conduct performance reviews, provide training, and ensure the entire administrative and camp team adheres to company policies and UAE labor laws.
Required Qualifications & Experience
- Minimum 5+ years of progressive experience in Administration, Operations, and Facilities Management in the UAE.
- Mandatory: Clear, demonstrable experience managing multi-site operations (e.g., minimum 3+ distinct physical locations, including offices and staff accommodation).
- Essential: In-depth, hands-on experience in Running and Managing Labor Camp & Staff Accommodation in the UAE, with expert knowledge of MoHRE and municipal regulations.
- Proven record of implementing robust administrative and corporate governance frameworks for documentation, audits, and compliance.
- Solid evidence of successfully managing and mentoring a multi-functional team (supervisors, drivers, camp staff).
