The Montana Department of Public Health and Human Services (DPHHS) has a career opportunity within the Business and Financial Services Division in Helena.


The Agency Procurement Manager (APM) works with the Department of Administration (DOA) to oversee the department’s procurement operations. This role involves cooperatively developing and implementing procurement policies, processes, and strategies that align with the goals of Public Health and Human Services, ensuring cost-effective purchasing, maintaining strong vendor relationships, and internal and external communication. The APM will lead a team of procurement professionals and work closely with agency Division to optimize contracting policy, process, procedures, enhance overall operational efficiency, and ensure compliance with all state and federal statues, rules, and policies. Beyond core procurement, this position also actively collaborates with all DPHHS programs to identify and mitigate risks, ensuring that all procurement of goods, supplies, and services is conducted in accordance with federal, state, and local laws, ordinances, rules, and regulations. Responsibilities include providing professional support and sound contractual advice to all stakeholders involving contractual services, consultants, equipment, supplies, construction, capital improvements, seeking guidance and direction from DOA when applicable, and other applicable activities. Supervision is exercised over professional, technical, and clerical staff engaged in procurement activities.

Qualifications for this Career Opportunity

  • Meet minimum qualifications:

    • Bachelor’s degree in accounting, business administration or related field.

    • Ten years of progressively responsible procurement work experience.

    • Professional Certification preferred but not required – (Certified Public Accountant, Certified Procurement Official).

    • Other combinations of education or experience may be substituted.

Additional Information

This position may be eligible for partial telework within the state of Montana. Specific conditions will be provided by the supervisor and must adhere to state policy.

This position may be eligible for a statutory 2.5% an hour base pay increase effective July 1, 2025 and July 1, 2026.

Training Assignment: This agency may use a training assignment. Employees in training assignments may be paid below the base pay established by the agency pay rules. Conditions of the training assignment will be stated in writing at the time of hire.

Salary: $ 44.51 - 45.51 Hourly
