Primary purpose of the role

To coordinate the planned and reactive maintenance, external contractors and minor project works throughout the portfolio, in order to provide a high-quality service, within a customer focused environment, according to defined procedures including compliance with Health & Safety legislation.

To assist in the writing and procurement of maintenance services contracts. Review draft tender and project documents to assist in the preparation of technical and commercial bids for Facility Management / Building Maintenance projects. The incumbent is responsible for the coordination of maintenance contracts including and not limited to preparation, administration, and coordination of contracts.

Responsible for preparation of cost estimation, proposal and contract agreement. Proper mobilization of all the AMC contracts and variable jobs efficiently within the budget and ensure profitability. Prepare costs estimation with the objective of reducing costs and maximizing gross margins. Manage deviance from the actual and targets set during the periodic P&L review meetings. Establish a proposal library of all bid related forms, formats and customer communications.

Key Accountability Areas

Predictive Preventative Maintenance (PPM)

1. Ensure completion of PPM activities (compliance and reliability) with a goal of zero over dues.

2. Tracks compliance of completion of PPM tasks and advises the Plant Leadership and Reliability Engineer of any issues impacting the effectiveness of the PPM program.

3. Provide routine reports of upcoming PPM tasks to enable prioritization and successful completion.

4. Identify opportunities to adjust PPM intervals and works with the Reliability Engineer and equipment owner to evaluate the impact of changing PPM intervals upon probability and consequences (i.e. risk, deficiency order creation, feedback form usage depending local operating discipline and system configuration).

5. Provide as needed technical input in developing the maintenance budget. PPM coordinator may be asked to run reports which show labor and overall cost forecasts for PPM.

6. In cooperation with the Facility Manager, gather appropriate PPM information to be performed on existing or new equipment through research of vendor information, project team members, discipline subject matter experts, modeling outputs, results of historical data, etc.

7. Performs as quality control check on all PPM creations, changes and deletions prior to final change in system.

8. Archive updated PPM job plans and task lists.

9. Create/maintain/update/delete equipment functional locations in the system.

10. Perform quality control check on newly generated PPM work orders and update header information including correct titling convention, task list details, etc.

11. Perform a quality control check on all Maintenance, Repair and Operations supply.

12. Ensures that scheduled services are entered into the Maintenance Management Systems (MMS) based upon the equipment maintenance strategy or reviews of new equipment that is being installed.

13. Work with Facility Manager on maintenance plans and items. Assure plan and item data is properly documented.

14. Participates in routine and special PPM optimization activities.

15. Update materials/manpower estimates/tools/equipment/documents (procedures) required to perform operations on PPM task list based on various feedback sources (i.e. closure report, audit form, planner inputs, etc.).

16. Assists during root cause investigations where PPM practices have been identified as a potential cause. The PPM coordinator gathers and provides data, procedures, etc. as requested.

Annual Maintenance Contracts (AMC)

17. Develops, prepares and administers contracts for maintenance projects.

18. Estimates maintenance projects and complex renovation projects.

19. Organizes leads and controls contractors to maintain satisfactory facility operations.

20. Evaluates contract bids and makes recommendations.

21. Assists in the coordination of maintenance contractors, vendors, and in-house personnel on special or assigned projects.

22. Assists in the department’s long-term planning and budget preparation.

23. Implement and maintain local rules and regulations and International standards needed for maintenance of MEP equipment.

24. Responsible for operation and maintenance annual maintenance contracts development & executions.

25. To take the overall responsibility for delivering functional goals including operational uptime, compliance, financial and people development.

26. Manage contracts and contractors and ensure value for money solutions are adhered.

27. Maintain Planned Maintenance customer agreements in the database.

28. Liaise with Procurement Analyst to keep database of the AMCs and keep track of renewals.

29. Any other ad hoc administrative duty assigned by the Line Manager.
