Job Description and Duties

The Child Welfare System Branch (CWSB) is seeking a highly skilled and adaptable analyst with demonstrated expertise in either child welfare programs or information technology. The ideal candidate brings strong analytical judgement, exceptional written and verbal communication skills, and the ability to effectively engage diverse stakeholders. The External Stakeholder Analyst within the External Stakeholder Coordination Unit (ESCU) serves as a pivotal role in advancing statewide adoption of the Child Welfare Services-California Automated Response and Engagement System (CWS-CARES) and strengthening the Child Welfare Contributing Agency (CWCA) program. This position leads and coordinates strategic initiatives that support system integration and cross-agency collaboration to improve program effectiveness.

The incumbent will cultivate and sustain strong partnerships with external stakeholders, support external system coordination, advance the development of the CWCA program, and promote successful user adoption of CWS-CARES. Responsibilities include developing and refining criteria, timelines, business processes, agreements and policy framework to ensure CWS-CARES serves as the statewide system of record for child welfare. This role requires strategic thinking, sound judgement, and the ability to translate complex technical and programmatic requirements into clear, actionable solutions.

Top candidates will be invited to participate in the interview process. The interview process will consist of two components; an in-person 30 minute written exercise designed to evaluate analytical and critical thinking skills, followed by a virtual panel interview to further assess qualifications, experience and overall fit for the position. Due to the critical need for this position, the interview process is anticipated to occur within four weeks of the final filing date for this recruitment.

This position is subject to fingerprinting clearance from the Department of Justice and Federal Bureau of Investigation.

Working Conditions

Working conditions for this position are based in a three-story, secured office building located in Natomas. Complimentary parking is available onsite. On designated in-office days, the selected candidate will work in a shared, open-office environment.


This position is eligible for hybrid work in accordance with the Governor’s Executive Order N-22-25 and at the sole discretion of the Department of Social Services under California Government Code Section 14200. All telework schedules are subject to change and may be re-evaluated at any time. The incumbent will be expected to report for in office work and attend work related in-person events as deemed operationally necessary. Telework does not change the terms and conditions of employment, the essential functions of job duties, or required compliance with the CDSS policies.

Please note: Regular commute is not compensable.

The Child Welfare System Branch (CWSB) is responsible for providing support and oversight for the maintenance and operation of the Child Welfare Services/Case Management System (CWS/CMS) and the development and implementation of the Child Welfare Services-California Automated Response and Engagement System (CWS-CARES) statewide information technology projects. The CWSB works in direct partnership with the Office of Technology & Solutions Integration (OTSI), the CWS/CMS project vendor, state oversight entities, and the Administration for Children and Families (ACF).

The CWSB is an integral part of the Child Welfare Digital Services (CWDS) organization. The CWDS is a collaboration of state and local government agencies that support our shared stakeholders through technology to assure the safety, permanency, and well-being of children and youth at risk of abuse, neglect, or exploitation. The CWDS is dedicated to building an innovative statewide 21st century information technology application that responds to users' needs while maintaining the best standards for security and data integrity to aid child welfare professionals.
