Accountabilities
-
Plan and estimate project requirements, including resources, timelines, and costs.

Implement change control procedures, documenting and managing all site events.
-
Define project scope and manage scope changes effectively.
-
Maintain clear and timely communication with all project stakeholders.
-
Maintain and update the project Risk Register, identifying and mitigating risks.
-
Ensure full coordination with MEP consultancies and contractors for all systems.
-
Oversee all MEP testing requirements, inspections, and approvals.
-
Coordinate factory start-up of major equipment and conduct factory acceptance testing (FAT).
-
Manage all project and vendor documentation, ensuring compliance with project requirements.
-
Develop and maintain integrated test plans for all MEP systems.
-
Coordinate in-house (HAI) teams for Structural and Architectural design and construction phase activities.
Authorities
-
Prepare project implementation schedules.
-
Communicate project, subcontractor and package updates to engineering team and management.
-
Organize, supervise and assign staffing. Planning, budget management in coordination with General Manager and Contract Manager including variances, technical decisions and conflict resolution.

Coordinate planning, startup, testing and commissioning of MEP services; liaise, coordinate, witness and assist in final approvals with Authorities.
-
In coordination with General Manager, full authority for resources and making decisions affecting critical parts of the project.
Duties and Responsibilities
-
Develop concept designs during the design stage and prepare presentations, reports, and architectural specifications.
-
Lead coordination and interfacing with external MEP consultants.
-
Manage project activities, including issuance of IFC drawings and on-site construction operations.
-
Provide support and inputs to Artan Procurement in coordination with HAI GM to achieve profitable agreements with external vendors.
-
Determine and allocate resources (manpower, equipment, and materials) from project start to completion, ensuring compliance with budgetary constraints.
-
Establish and maintain the project risk register; advise HAI and/or Main Contractor on deficiencies or requirements.
-
Plan and schedule all construction operations, including intermediate phases, ensuring deadlines are met in coordination with clients, contractors, and authorities.
-
Evaluate and advise on the hiring of subcontractors and other staff, allocating responsibilities accordingly.
-
Monitor project progress and prepare detailed reports for management.
-
Ensure strict adherence to health and safety standards and report any issues promptly.
-
Establish and maintain the project handbook, execution plan, and procedures manual.
-
Develop, modify, and implement project control systems to meet project-specific requirements.
-
Make executive decisions related to ongoing construction needs, escalating to the consultant/GM when necessary.
-
Ensure compliance with all contractual clauses and requirements agreed between consultants, clients, contractors, and other parties.
-
Lead and manage project procurement, delivery, MEP testing, and commissioning activities.
-
Liaise with consultants, clients, and contractors to prevent conflicts of interest.
-
Control all project budgets, including consultant fees, and ensure financial accountability.
-
Prepare and manage tender and contract documentation; undertake contract administration.
-
Ensure accurate completion of staff and subcontractor timesheets.
-
Monitor and maintain project Key Performance Indicators (KPIs).
-
Update project plans to reflect agreed changes and revise schedules as required.
-
Prepare accurate financial reports, cost estimates, and project budgets.
-
Monitor adherence to project schedules and implement corrective actions for deviations.
-
Supervise, direct, and regulate the work of contractors and subcontractors on-site.
-
Attend project meetings with clients, consultants, contractors, and all relevant parties.
-
Provide guidance, leadership, and support to project team members.
-
Review and approve method statements, shop drawings, material submissions, installation procedures, testing, commissioning, and authority inspections.
-
Control and verify quality standards and stock in accordance with site requirements.
-
Conduct periodic site inspections and perform QA/QC duties as required.
-
Represent and communicate complex issues clearly to management.
-
Prepare and conduct weekly and monthly project reports; provide S-curve analyses, Critical Path updates, and action plans to HAI and clients.

Undertake any additional duties as assigned in line with business requirements.

Specialized Training/ Knowledge Required

Comprehensive understanding of all construction methodologies and procedures.

Working knowledge of civil, architectural, mechanical, electrical, and plumbing systems, including local construction practices.

Proficient in Microsoft Office applications.
-
Intermediate to advanced proficiency in Microsoft Project or Primavera.
-
Practical experience with BIM and design software, including AutoCAD and Revit.
-
Demonstrated proficiency in project management techniques, including PMI/PMP methodologies.
-
Familiarity with quality management systems and health and safety standards.
Language

Arabic will be an advantage
Qualifications
-
University degree in Architecture, chartered through a recognised and appropriate institution.
-
MMUP Grade “A” certification; PMP certification preferred.
-
GSAS or LEED accreditation advantageous.
-
Additional certification in Project Management considered an advantage
Experience
-
Minimum of 10 years’ experience on construction sites, including at least 3 years in Project Management, with practical knowledge of civil, architectural, mechanical, electrical, and plumbing systems, as well as local construction procedures and practices.

Experience in international construction practices is highly desirable.
-
Previous work experience within the construction industry in Qatar is considered an advantage.
