The position provides independent, high-level legal services to the North Carolina State Lottery Commission, which operates the Education Lottery and regulates sports and pari-mutuel wagering. The attorney represents the Commission, its Executive Director, and staff in all legal, regulatory, and enforcement matters, including complex litigation in state and federal courts and administrative proceedings. The role involves advising on business, personnel, policy, and legislative issues; and ensuring compliance with statutes and regulations. Additionally, the attorney serves as a liaison to the DOJ’s Special Prosecutions Section and law enforcement agencies to support the investigation and prosecution of gambling-related violations.

Some of the job duties/highlights are as follows:

  • Serves as legal counsel for the North Carolina State Lottery Commission and independently advises the Commission, Executive Staff and the Executive Director on complex and high-level legal matters
  • Represents the Commission in prosecuting and defending a wide range of civil and administrative legal matters.
  • Must be able to work independently in determining case strategy, developing litigation tactics, and conducting litigation.
  • Acts as attorney for the State when convicted criminals appeal from judgments entered pursuant to trial or engage in other post-convictions practice, including motions for appropriate relief, stay of sentence, and certiorari or supersedeas


  • Occasional travel, including some overnight stays are required.

Knowledge Skills and Abilities/Management Preferences

Management preferences:

  • Has experience independently managing complex civil and administrative litigation in state and federal courts.
  • Demonstrated ability to advise high-level executives and government leadership on sensitive legal, regulatory, and policy matters.
  • Skilled in developing innovative legal strategies and solutions for novel or emerging legal issues.
  • Proven experience providing clear, strategic legal guidance on governance, ethics, compliance, and operational matters.

Minimum Education and Experience

Licensed to practice law by the North Carolina State Bar and four years of progressively responsible professional legal experience.
