Job Title: Blue-Collar Recruiter – Construction Industry

Job Purpose:

The Blue-Collar Recruiter is responsible for sourcing, selecting, and onboarding skilled and unskilled labor for construction projects, including civil, MEP, and specialized trades. This role ensures timely and cost-effective recruitment in compliance with UAE labor laws, company policies, and project requirements. The recruiter will manage end-to-end overseas recruitment campaigns and maintain a robust pipeline of qualified candidates to meet the company’s manpower needs.

Key Responsibilities:1. Manpower Planning & Coordination

  • Collaborate with project managers and operations teams to identify current and future manpower requirements for various construction projects.
  • Develop and maintain a workforce plan aligned with project timelines and budgets.
  • Ensure recruitment aligns with UAE labor laws and company visa quota requirements.

2. Recruitment Strategy & Sourcing

  • Develop sourcing strategies for skilled and unskilled labor, including overseas recruitment drives.
  • Build partnerships with overseas recruitment agencies, government labor offices, and vocational training centers in source countries
  • Utilize internal databases, job boards, and social media platforms to attract candidates.
  • Plan and conduct bulk recruitment campaigns to meet urgent project needs.

3. Screening & Selection

  • Conduct initial screening and shortlisting of candidates for various construction trades such as masons, carpenters, steel fixers, electricians, plumbers, and helpers.
  • Schedule and coordinate trade tests, interviews, and medical fitness tests.
  • Ensure candidates meet project-specific skill and quality standards before deployment.

4. Documentation & Compliance

  • Manage visa processing, offer letters, employment contracts, and travel arrangements in coordination with the PRO and HR operations team.
  • Ensure compliance with UAE Ministry of Human Resources & Emiratisation (MOHRE) and Dubai Municipality regulations.
  • Maintain accurate recruitment documentation and audit-ready records.

5. Vendor & Agency Management

  • Identify, evaluate, and manage overseas manpower suppliers and agencies.
  • Negotiate service agreements and recruitment fees to ensure cost-effective hiring.
  • Monitor agency performance against agreed KPIs and SLAs.

6. Reporting & Metrics

  • Prepare weekly and monthly recruitment status reports, highlighting progress, challenges, and forecasted manpower needs.
  • Track recruitment metrics such as time-to-fill, cost-per-hire, and retention rate.
  • Analyze data to improve recruitment efficiency and outcomes.

Qualifications & Requirements:

  • Bachelor’s degree in Human Resources, Business Administration, or related field (preferred).
  • Diploma or certification in recruitment, HR, or talent acquisition is an advantage.

Experience:

  • Minimum 4–7 years of recruitment experience, with at least 3 years focused on blue-collar and bulk hiring for the construction industry.
  • Hands-on experience in overseas recruitment campaigns and managing large labor pools.

Knowledge:

  • UAE labor laws, visa procedures, and regulatory requirements.
  • End-to-end recruitment process, including trade testing and overseas hiring best practices.
  • Familiarity with construction roles and skill requirements across civil, mechanical, and electrical trades.

Skills:

  • Strong sourcing and negotiation skills.
  • Excellent communication and interpersonal abilities.
  • Proficiency in MS Office and Applicant Tracking Systems (ATS).
  • Ability to manage multiple recruitment campaigns simultaneously under tight deadlines.

Languages:

  • English fluency is mandatory.
  • Knowledge of Hindi, Urdu is highly preferred due to the target labor markets.

Job Type: Full-time

Pay: AED4,000.00 - AED5,000.00 per month
