BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
The Benazir Nashonuma Programme (BNP), implemented under the leadership of WFP and BISP, is transitioning into its third phase—Nashonuma 3.0—with a potential strategic shift from federal to provincial control. This transition aligns with national devolution policies and donor expectations, particularly those of the Asian Development Bank (ADB) and the World Bank (WB).
To ensure a smooth and effective transition, WFP seeks to engage a consultant who will provide technical support in budget development, provincial integration, and cost-efficiency analysis, with a particular focus on aligning Nashonuma with existing provincial programmes such as Mamata (Sindh) and Aghosh (Punjab).

In coordination with the Provincial Focal Points, and directly reporting to the WFP Deputy Country Director in Islamabad Office, the consultant will:
  • Develop and refine BNP 3.0 budget scenarios based (developed by the nutrition team) with focus on provincial-level budgets (specifically Sindh and Punjab) for Nashonuma 3.0.
  • Fine tune Sindh and Punjab BNP budget considering existing provincial nutrition programmes.
  • Demonstrate the cost-effectiveness of the Nashonuma model to provincial stakeholders and donors.
Support WFP’s strategic positioning as a continued partner in the devolved scenario.

ACCOUNTABILITIES/RESPONSIBILITIES:
  • Ensure a smooth and coordinated transition from BISP Nashonuma 2.0 to 3.0, maintaining program continuity and alignment with provincial priorities.
  • Support the closure of Nashonuma 2.0, including financial reconciliation.
  • Provide technical support in the project agreement and facilitate the registration of Nashonuma 3.0, ensuring compliance with donor and WFP corporate policy.
  • Develop, refine, and update budget, as required, for BISP 3.0, with a focus on provincial-level planning.
  • Provide technical inputs for budget revision for 2026 and 2027, ensuring accuracy, feasibility, and alignment with strategic priorities and calibration guidelines.
  • Support the realignment of the CSP budget in line with the Corporate Results Framework 2026-29.
  • Support preparatory work for the two-year CSP extension including alignment to strategic and national priorities, planned for end 2026 or beginning 2027.
  • Provide support in streamlining financial monitoring for other major ongoing projects including Green Climate Fund, McGovern Dole and upcoming School Meals projects in close coordination with Provincial Offices, as required.
  • Deliver technical support for Budget and Planning (B&P) processes, ensuring alignment with corporate policies.
  • Review and streamline the structure of B&P to improve efficiency, coordination, and financial oversight.
  • Capacity-building and training of new staff in B&P.

QUALIFICATIONS & EXPERIENCE REQUIRED:

Education:
Advanced university degree in Finance, Business Administration, Economics etc., or any other relevant qualification or First level university degree with 2 additional years of related work experience and/or training/courses.

Experience:
Minimum of 3 years of post-graduate professional experience in government budgeting, donor-funded programmes, or social protection.

Knowledge & Skills:
Familiarity with provincial health and nutrition programmes in Pakistan.
Strong analytical and facilitation skills.

Languages:
Proficiency in both oral and written communication skills in English and Urdu. Additional local language will be an advantage.
