We are seeking an experienced Arabic-speaking Product Owner / Business Analyst to work onsite with our client— a large national public-sector entity operating a mission-critical, real-time emergency response ecosystem. This role is pivotal in bridging business stakeholders, end-users, and the technical delivery teams to define, refine, and drive the modernization of a nationwide incident management and public safety platform.
The ideal candidate will combine strong domain understanding, excellent communication skills, and the ability to translate complex operational requirements into clear, actionable product specifications. This includes deep engagement with call-taking agents, dispatch teams, police and medical units, administrative staff, GIS users, and senior leadership to shape the future platform.
Key Responsibilities
Stakeholder Management & Business Understanding
- Engage daily with Arabic-speaking business stakeholders, end users, and leadership teams to gather requirements and understand operational workflows.
- Facilitate workshops, interviews, and shadowing sessions with diverse user groups (call
takers, dispatchers, supervisors, field responders, etc.)
- Build strong relationships with departments across emergency services, GIS units, security, IT, operations, and leadership.
Requirement Gathering & Documentation
- Document detailed Business Requirements (BRD), User Stories, Use Cases, and Process
Maps in both Arabic and English.
- Understand and document current-state workflows, pain points, system limitations, and
improvement opportunities.
- Define future-state processes, platform capabilities, and integration expectations.
- Own the product backlog, ensuring clarity, prioritization, and alignment with business goals.
Product Vision & Roadmapping
- Contribute significantly to shaping the future product vision, identifying modernization
opportunities across:
o GIS and geospatial workflows
o Emergency call-taking and dispatch
o Incident management
o Reporting and analytics
o Multi-agency coordination workflows
- Work with architects and UX teams to conceptualize platform experiences, user journeys,
and UI enhancements.
- Collaborate with cross-functional teams to define release plans, phase scopes, and
incremental delivery strategies.
Cross-Functional Collaboration
- Act as the primary on-the-ground liaison for offshore teams by contextualizing business
requirements and clarifying domain scenarios.
- Support architects, developers, and testers by providing domain clarity and reviewing user
flows, prototypes, and technical assumptions.
- Validate functional designs, integrations, GIS workflows, and user experience flows before
implementation.
Quality Assurance & User Validation
- Review test cases for completeness and alignment with business expectations.
- Lead User Acceptance Testing (UAT) sessions with stakeholders and document feedback
rigorously.
- Ensure each release meets operational and performance expectations before go-live.
Change Management & Communication
- Prepare user communication, training input, and operational readiness content.
- Help ensure smooth adoption of the modernized platform across various teams.• Provide demos, walk-throughs, and capability explanations to senior leadership.
Required Skills & Qualifications
Must-Have Skills
- Fluent in Arabic and English (verbal and written).
- 3–7 years experience as a Product Owner, Business Analyst, or Functional Consultant in
complex enterprise environments.
- Experience working in government, public safety, defense, or critical real-time systems
(preferred).
- Strong ability to document workflows, user stories, acceptance criteria, and process maps.
- Experience working with UX/UI teams to shape user experiences.
- Ability to understand and articulate GIS-driven workflows (ArcGIS knowledge is a plus).
- Hands-on experience with Agile methodologies (Scrum/Kanban).
