About the Role

We are seeking a results-driven Business Development Executive with proven experience in UAE government tenders and public-sector contracts. The ideal candidate will have a strong network, deep knowledge of UAE procurement systems, and hands-on experience identifying opportunities, managing registrations, and leading successful bid submissions with government and semi-government entities.

This role is critical to expanding our presence with ministries, authorities, and government-linked organizations.

Key Responsibilities

Tender & Opportunity Management

  • Identify, track, and analyze government and semi-government tenders across UAE portals and authorities.
  • Monitor platforms such as MoF Digital Procurement, Dubai eSupply, ADGPG, Etihad Procurement, ADNOC, DEWA, RTA, Etisalat, TAQA, and others.
  • Evaluate tender suitability, risk, and commercial potential.

Bid & Proposal Leadership

  • Manage the end-to-end tender process (EOI, RFI, RFQ, RFP).
  • Prepare and coordinate technical, commercial, and compliance documents.
  • Work with management, operations, finance, and legal teams to build winning proposals.
  • Ensure submissions are 100% compliant with tender requirements and deadlines.

Registrations & Prequalification

  • Handle supplier/vendor registrations and prequalifications with government entities.
  • Manage updates of company profiles, certifications, financials, and compliance documents.
  • Support ICV, ISO, ESG, and other required certifications where applicable.

Client & Stakeholder Development

  • Build and maintain relationships with procurement officers, government buyers, consultants, and partners.
  • Represent the company in pre-bid meetings, clarifications, and industry events.
  • Develop strategic partnerships and consortiums when required.

Commercial & Strategic Support

  • Support pricing strategy, contract negotiation, and post-award handover.
  • Maintain a live tender pipeline, CRM, and reporting dashboard.
  • Provide market intelligence on upcoming government projects.

Requirements

Experience

  • 3+ years’ experience in UAE government tenders, B2G sales, or public-sector business development.
  • Proven track record of successfully submitted and/or won UAE government contracts.
  • Strong familiarity with UAE procurement laws, tender procedures, and documentation standards.

Skills & Knowledge

  • Deep understanding of tender portals and government procurement workflows.
  • Excellent proposal writing, coordination, and project management skills.
  • Strong commercial awareness and negotiation skills.
  • Ability to work under tight deadlines and manage multiple tenders simultaneously.
  • Professional-level English required; Arabic is a strong advantage.
