Buyer/Analyst I-II

Job Purpose

The Buyer/Analyst I–II is responsible for planning, organizing, and coordinating the procurement of materials, equipment, supplies, contract services, and projects to meet the Utility's operational needs. This role supports centralized procurement efforts and acts as an agent of the Utility, ensuring compliance with internal policies and the Code of Iowa.

Specific Responsibilities

Procurement & Inventory Management

  • Prepare competitive bids, quotes, and RFPs; award service contracts including high-dollar and emergency work.
  • Source and purchase commodities and services based on end-user requests and inventory levels.
  • Monitor market conditions and recommend procurement strategy adjustments.
  • Analyze vendor quotes for compliance and value; ensure conformity with specifications.
  • Review reorder requisitions and purchase orders for accuracy and appropriateness.
  • Expedite orders to ensure timely delivery and prevent stock-outs.
  • Resolve procurement issues including damaged shipments and returns.
  • Provide feedback to end users on part status and delivery timelines.

Contract & Vendor Oversight

  • Review and monitor contracts, leases, and vendor terms to ensure proper approvals and execution.
  • Interview vendor representatives, assess capabilities, and monitor performance.
  • Notify Inventory Analyst of obsolete or surplus items through the Inventory Reduction Program.
  • Act as backup for Inventory Analyst on investment recovery and fuel system responsibilities.

Operational Support

  • Review requests for new Stores items and assign appropriate information.
  • Coordinate employee uniform purchases and distribution.
  • Schedule catering services and meal deliveries for events or outages.
  • Perform other duties as assigned.

Qualifications

Education & Experience

  • Bachelor's degree in Business or related field, or equivalent combination of education and experience.
  • Buyer I: Minimum 2 years of purchasing experience, preferably in MRO and public procurement.
  • Buyer II: Minimum 5 years of purchasing experience including construction and capital project contracting.
  • Familiarity with computerized maintenance management systems required (preferred for Buyer I).

Skills & Abilities

  • Strong verbal and written communication skills.
  • Excellent interpersonal and listening skills; team-oriented mindset.
  • Proficiency in Microsoft Word and Excel (intermediate level); basic understanding of Power BI.
  • Strong organizational, analytical, and mathematical skills.
  • Good mechanical aptitude is a plus.
  • Ability to work independently, prioritize tasks, and meet deadlines.
  • Strong customer service orientation.

Other Position Requirements

  • Must possess a valid driver's license.
  • Must be able to attend work on a regular basis and work extended hours as needed.
  • Must maintain a method of communication in order to be contacted by MPW outside normal work hours.

Work Environment

  • Work environment is primarily in an office environment. Daily visits to a warehouse and occasional visits to an industrial coal-fired power plant or outside job sites may be required.
  • Must comply with all safety and site rules at all locations.
