POSITION SUMMARY

Reports to: Commercial Manager

The Change Management Manager is responsible for overseeing all construction change order processes across the project. This includes the identification, documentation, pricing, evaluation, negotiation of scope modifications, and contract changes, whether design-driven, field-initiated, or client-directed, and claims arising from construction activities. The role ensures that all proposed changes are assessed for commercial and schedule impacts, compliant with contract provisions, and aligned with project goals. Working closely with the Commercial Manager, Project Manager, engineering, scheduling, and cost control teams, this position plays a critical role in risk mitigation, financial management, and maintaining contractual integrity across the project lifecycle.

The Change Management Manager’s key responsibilities are:

  • Manage the full lifecycle of change orders, from identification to submission, negotiation, and resolution.
  • Coordinate with project controls, scheduling, engineering, and field teams to gather data for cost, schedule, and scope impact assessments.
  • Review and interpret contract documents to determine entitlement and compliance for changes and claims.
  • Draft and submit comprehensive change order packages with full backup, including time impact analyses, pricing breakdowns, and justifications.
  • Monitor and log all changes, directives, and correspondence related to potential and approved change orders.
  • Interface directly with clients, subcontractors, and consultants to discuss, negotiate, and resolve change-related issues.
  • Support claims development and dispute resolution processes, including documentation, narrative preparation, and coordination with legal/commercial advisors.
  • Maintain accurate records of all change events and ensure alignment with project reporting systems and financial forecasts.
  • Collaborate with the Commercial Manager and Project Manager on strategic negotiations and contract amendments.
  • Provide regular reports and dashboards on the status of all changes and associated risks.
  • Support internal audits and external reviews by ensuring full traceability and compliance of all change order documentation.

EDUCATION AND QUALIFICATIONS

  • Bachelor’s degree in Civil Engineering, Construction Management, Law, or related discipline; MBA or JD preferred.
  • 10+ years of experience in heavy civil construction, with at least 5 years in a dedicated change order, contract administration, or commercial management role.
  • Strong understanding of contract structures, change order procedures, and construction law principles (e.g., entitlement, delay, disruption).
  • Proficient in cost estimating and schedule impact analysis for complex construction changes.
  • Experience preparing and negotiating change orders with public agencies (MTA, DOT, DEP, etc.) strongly preferred.
  • Skilled in reading and interpreting construction drawings, specs, and contract documents.
  • Proficiency in construction management and reporting tools (e.g., Primavera P6, Excel, Procore, e-Builder).
  • Strong communication and negotiation skills with the ability to influence both internal and external stakeholders.
  • Detail-oriented with excellent organizational and documentation abilities.

JOB REQUIREMENTS

  • Provide leadership and technical guidance to commercial and project controls staff involved in change order and claims processes.
  • Strong understanding of public procurement policies, proposal processes, and contractual risk management.
  • Knowledge of labor obligations and collective bargaining agreements as they relate to contract changes.
  • Ability to assess contractual entitlement and formulate negotiation strategies.
  • Advanced technical skills in Microsoft Office (Word, Excel, PowerPoint); experience with contract or claims management software is a plus.
  • Ability to manage multiple priorities in a deadline-driven environment with minimal supervision.
  • Experience supporting subcontractor change management and commercial negotiations.
  • Flexibility to accommodate varying work hours and critical project deadlines.

PHYSICAL DEMANDS

  • Work will be primarily office-based, with regular interaction across project and commercial team.
  • Extended periods of computer-based work are required for reporting, analysis, and document preparation.
  • Occasional site visits to active construction areas may be required, involving exposure to noise, dust, vibration, and varying weather conditions.
  • Requires the ability to sit, type, and review detailed documents for prolonged periods with accuracy.
  • Extended periods of computer-based work required for documentation, analysis, and reporting.
  • Flexibility to work extended hours as needed to meet commercial and compliance deadlines.
