About MACC
The Ministerial Association of California Counties (MACC) is a Christian faith-based nonprofit organization dedicated to serving charitable and community endeavors. We manage a range of programs, including community health services, food assistance, and benevolence outreach throughout the counties of Colusa, Glenn, Tehama, Butte, Shasta, Yuba, Sutter, and Yolo.
MACC exists to glorify God and share the good news of Jesus Christ through support, cooperation, and charitable works among associated members and participants.
Position Overview
The Chief Business Officer (CBO) is an executive leader responsible for the financial stewardship and operational infrastructure of MACC. This role oversees all core business functions of the organization, including Finance, Human Resources, Business Services, Administration, IT/IS, Fleet & Facilities, and the Project Management Office (PMO).
The CBO serves as the executive responsible for building and maintaining the enterprise systems that support MACC’s mission delivery. This leader ensures strong financial controls, operational efficiency, infrastructure stability, and organizational scalability across all departments and counties served.
The CBO reports directly to the CEO and serves as the CEO’s principal advisor on financial health, enterprise risk, infrastructure capacity, and organizational operations.

Key Responsibilities
Strategic Business Leadership
Lead development and execution of financial and operational strategies aligned with MACC’s mission.
Provide direct counsel to the CEO regarding financial sustainability, operational risk, infrastructure growth, and internal capacity planning.
Design scalable enterprise systems to support program expansion and multi-county operations.
Financial Stewardship
Develop annual operating and capital budgets in partnership with department leaders.
Provide multi-year financial modeling and sustainability analysis.
Ensure accurate, transparent, and timely internal financial reporting.
Oversee revenue cycle management including billing, reimbursements, and earned revenue programs.
Operational Excellence
Establish and maintain enterprise-level policies for IT, facilities, fleet, HR, and administrative services.
Ensure internal infrastructure supports regulatory compliance and program efficiency.
Oversee project governance through the PMO to ensure strategic initiatives are delivered on time and within budget.
Continuously assess operational risk, internal controls, and systems integrity.
Compliance & Risk Management
Maintain compliance with federal, state, and local regulations.
Oversee annual audit preparation and coordination with external auditors and legal counsel.
Ensure appropriate insurance coverage, reserve policies, and financial safeguards are maintained.
Team Leadership & Development
Provide executive oversight to the Director of Finance (Controller), Business Services Director, and HR Director.
Build alignment between Finance, HR, and Operations to ensure integrated enterprise management.
Develop high-performance leadership within Business Services functions.
Qualifications
Education & Experience
Bachelor’s degree in accounting, finance, business administration, or a related field. Equivalent executive experience may be considered for well-seasoned professionals without formal academic credentials.
AND
10+ years of progressively responsible leadership in financial management and organizational operations, with substantial nonprofit experience preferred.
OR
Equivalent combinations of education, training, and executive-level operational and financial leadership experience demonstrating the ability to successfully perform the responsibilities of the position.
Skills & Competencies
Deep expertise in nonprofit accounting, fund accounting, grant compliance, and audit preparation.
Strong executive leadership across finance, HR, and enterprise operations.
Experience integrating multi-department infrastructure under centralized business governance.
Advanced financial modeling, forecasting, and internal control design.
High-level understanding of employment law compliance and organizational risk management.
Strong executive communication skills and decision-making maturity.
Proficiency in financial systems and enterprise software platforms.

Pay: $121,680.00 - $145,115.00 per year
