The ideal candidate will provide strategic leadership and oversight of the Human Resources function, ensuring the formulation and execution of an integrated HR strategy that supports the organization’s vision, mission, and strategic objectives. The CHRO oversees the full HR spectrum, including organizational development, workforce planning, talent management, compensation and benefits, learning and development, employee relations, and HR governance. The role ensures that HR frameworks, policies, and initiatives promote institutional excellence, nationalization, operational efficiency, and compliance with applicable labor laws, while positioning the organization as an Employer of Choice.
Responsibilities
Strategy

Lead the development and implementation of HR strategy, policies, and governance frameworks in line with the organization’s goals and international best practices.

Lead comprehensive HR governance across budgeting, legal and regulatory compliance, vendor and outsourcing partnerships, knowledge management, and performance management systems.

Oversee manpower forecasting, nationalization, and succession planning strategies to ensure workforce alignment with organization priorities.

Lead the review and refinement of pay and benefits policies through data-driven studies and benchmarking exercises.

Ensure HR strategies embed quality, excellence, and employee wellbeing contributing to the organization’s positioning as an Employer of Choice.
Operations

Oversee HR operations across manpower planning, recruitment, compensation, benefits, payroll, training, employee happiness, well-being and inclusion of people of determination.

Oversee training governance, employee happiness, well-being and inclusion frameworks to build workforce capability and institutional loyalty.

Direct the preparation and submission of HR performance, Qatarization and HR compliance to the CEO and government bodies.

Drive the design and execution of competency-building initiatives that empower staff to meet evolving organizational needs with confidence and competence.

Drive the design and implementation of career progression frameworks that support employee growth, mobility, and alignment with organizational talent priorities.

Establish KPI and results-driven HR operations, monitoring cost containment and service quality.

Serve as primary contact with labor counsel, government agencies, and regulatory authorities on HR issues and compliance matters.
Product / Process Improvement

Drive periodic reviews of HR policies, systems, and processes to align with local and global excellence standards, regulatory frameworks, and organization strategy.

Review organizational HR performance metrics to identify gaps, ensure compliance, and drive continuous improvement in efficiency and effectiveness.
Physical Working Conditions

Oversee periodic reviews and engagement visits across organizational units to assess HR policy implementation, validate workforce plans, and strengthen alignment between employee experience, strategic workforce priorities, and compliance with institutional HR standards.
Qualifications

Master’s degree in Human Resources, Business Administration, Organizational Development, or a related field.

Minimum of 18 years of progressive experience in HR management, with at least 7 years in executive leadership overseeing multiple HR domains. Experience within public authorities or large organizations is preferred.

Executive HR or leadership certifications such as CIPD Level 7, SHRM-SCP or governance-related credentials are preferred.
