Chief Specialist - Contracts & Agreements

Key Responsibilities
  • Review and prepare draft legislation in relation to RTA's roles and responsibilities such as decrees, laws & regulations to present them to the supreme Legislative committee or the Executive Council for approval.
  • Amend existing legislation as required.
  • Recommend arbitrators' nomination & barristers' appointments.
  • Ensure that legal correspondence is addressed and communicated as per the direction of the Unfired Claim Committee & relevant directors.
  • Prepare acceptance or rejection of compromising settlement offers and find the best solutions and agreements.
  • Apply legislation and develop proposals that regulate all services, draft agreements and memorandums of understanding, review contracts and respond to legal advice.
  • Review, study and evaluate contracts, agreements, and MOUs to meet RTA requirements and standards and minimise risk to RTA.
  • Review and develop policies, procedures and methodologies relevant to the legal aspect and provide observations and comments on them.
  • Manage arbitral procedures raised by or against RTA up to the preparation of all required documents and presentations.
  • Prepare legal briefs; develop strategy, arguments, and testimony in preparation for presentation of case when required.
  • Recommend acceptance or rejection of compromise settlement offers from a legal perspective.
  • Vetting of barristers' memorandums and pleadings.
  • Manage and prepare necessary legal procedures relevant to cases and grievances and arbitration filed by or against the RTA.
  • Confer with disputants to clarify issues, identify underlying concerns, and develop an understanding of their respective needs and interests.
  • Prepare, review and study legal notes and arguments filed against the organization and reply accordingly.
  • Prepare and deliver training programs for staff, participate in RTA publications and releases from a legal perspective.
  • Perform other related duties as assigned.
  • Liaise with Dubai Government Legal Department and other government departments concerning legal matters related to RTA.
  • Develop procedural and legal guidelines for analysing legislation and regulatory issues.
  • Conduct legal studies and provide recommendations for legal studies and projects to support all departments.
  • Participate in preparing compromise and conciliation agreements concluded by RTA with others.
  • Maintain and develop a database regarding disputes to enhance RTA contracts and avoid future disputes.
  • Review & prepare draft contracts and agreements, memorandums of understanding between RTA and relevant stakeholders including terms and conditions to outline the relationship between them and support RTA in all contracts concluded with other parties.
  • Provide legal advice on issues related to laws and legislation and indicate the need for compliance and implementation in accordance with those provisions.
  • Prepare and set the necessary frameworks, legal grounds to solve complaints and grievances with legal aspects and coordinate and follow up with the concerned departments.
  • Guide, advise and monitor arbitral procedures raised by or against RTA as well as reviewing the submissions of the barristers who will represent RTA before arbitral tribunals.
  • Conduct research to find best practices regarding contracts and agreements to improve RTA standards in contracts and agreements.

  • Strictly follow the Information Security data sharing guidelines for all internal and external data transfers.
  • Immediately report any Information Security incidents to your line manager and IT support for prompt guidance and resolution.
  • Actively participate in all assigned Information Security training and awareness sessions to enhance your knowledge and address potential Information Security risks.
  • Always comply with instructions and guidance provided by your line manager in line with the Information Security requirements.
Qualifications Education
  • Bachelor's degree in Law from a recognised university with a minimum of 11 years of working experience.
  • Master's in Law from a recognised university with a minimum of 9 years of working experience.
