Job Title : Civil QS Manager - Project
Location: Saudi Arabia
Role Purpose
The QS Manager is responsible for overseeing all aspects of project costs, from initial estimates to
final accounts, ensuring projects are completed within budget and meet quality standards. The
role guides the QS team, supervises cost control processes, manages contractual matters, and
provides strategic insights to senior management for decision-making.
Key Accountabilities Key Activities
Cost Estimation and Budgeting

Oversee the preparation of detailed cost estimates based on project specifications and drawings

Review and approve project budgets, ensuring alignment with financial plans

Guide the team in assessing variations and changes in project scope and updating cost forecasts
Contract Management

Supervise drafting, review, and negotiation of contracts with clients and subcontractors

Ensure compliance with contractual obligations and oversee resolution of claims or disputes

Maintain oversight of contract documentation and correspondence.
Measurement and Valuation

Direct site measurements and assessments for accurate billing

Review and endorse interim valuations and final accounts in accordance with contractual terms

Coordinate with project teams to verify completed work against specifications
Reporting and Financial Analysis

Oversee preparation of regular financial reports and forecasts for management review

Provide guidance on cost control strategies based on project financial performance

Assess risks and develop mitigation strategies in collaboration with project teams
Professional Development and Compliance

Ensure team remains updated on industry trends, construction methods, and relevant regulations

Promote professional development opportunities for QS staff to enhance skills and knowledge

Guarantee compliance with laws and best practices in quantity surveying
JOB SPECIFICATIONS
Industry / Domain
Necessary Knowledge and Experience

7–12 years of experience in quantity surveying, cost control, and contract management within construction projects

Proven experience leading QS teams and managing multiple projects simultaneously

Strong understanding of construction methods, materials, and processes

Experience in strategic cost planning and budget oversight
Education and Certification Minimum Requirements

Bachelor’s degree in Quantity Surveying, Civil Engineering, or related field

Professional certifications preferred (RICS, AACE)
