Classification and Compensation Analyst (HRC3)

Duties

As the Classification and Compensation Analyst you will ensure process and procedures in classification and compensation practices throughout the agency, to include ensuring full documentation related to allocation actions and collaboration with the Data and Systems Team is consistent. Although much of your day will be spent working independently as you propose and draft classification reviews and reallocations, your ability to communicate effectively across all levels of leadership will be key as you will provide guidance and consultation to supervisors, managers, and executives when establishing, reallocating, or updating positions to ensure consistency and alignment within divisions and across the agency.

Some of what you will do:

• Provide interpretation and explanation of applicable state and federal employment laws, civil service rules, collective bargaining agreements, and agency policies and procedures.

• Review position changes for impacts to benefits and works with Payroll to determine eligibility and process for employee.

• Review and make decisions on employee-initiated Position Review Requests (PRR) and conduct desk audits as needed.

• Assist the agency’s Information Technology Professional Structure (ITPS) Coordinator, leading the review of positions in ITPS.

• Provide classification and compensation analytics to DOL leadership.

Qualifications

• Six (6) years of professional relevant professional human resource experience.
  • May include a combination of experience in the following areas:
    • Classification/Compensation
    • Corrective/Disciplinary Actions
    • Investigations/Just Cause
    • Labor Relations
    • Providing consultation/advice to employees, supervisors, managers, and executives on HR services or issues.
    • Building partnerships with managers and supervisors.
    • Facilitating organizational development/change or conflict resolution.

• Four (4) years of experience as an HR Consultant 2 with a Washington State Agency.

• Three (3) years of experience using Microsoft Office Suite Products – Word, Access, Excel, Outlook, and PowerPoint to create, compose, and edit written and illustrated materials, correspondents, reports, and spreadsheets.
• Two (2) years of experience interpreting complex laws, rules, policies, and/or Collective Bargaining Agreements.
• Two (2) years of experience communicating effectively verbally and in writing to a diverse clientele while respecting and maintaining confidentiality.
• The ability to:

• Three (3) years of experience interpreting complex Washington State Civil Service laws, rules, policies, RCWs/WACs, and/or Collective Bargaining Agreements.
• Knowledge or experience with Human Resource Management System (HRMS).
• Demonstrated ability to effectively prioritize tasks in the presence of competing demands.
• Experience with WA State Classification System through the Office of Financial Management.
• Working knowledge related to Fair Labor Standard Act (FLSA).

• This position is expected to work in office two (2) days a week or more as business needs arise.
• The ability to travel statewide, sometimes overnight.
