Commercial Cost Plus Specialist

Doha, Qatar

Parsons is looking for a Commercial Cost Plus Specialist to join our team.

The proposed candidate shall collaborate with other PMC staff to assist in providing the following scope of Services

What You'll Be Doing:

Assist in developing cost-plus cost control forms

  • The successful candidate shall work closely with the Authority to assist in validating/reviewing all the documents and the associated contractual forms (i.e. Payment certificates, Auditing checklist, Auditing report format, Inspection Request Forms, Daily Reports templates….etc.) to control and streamline the process for cost-plus contract administration.

Manage the contract procedure at the site and ensure compliance of the contracting parties for the administration procedure for a cost-plus contract

  • The successful candidate shall attend at PWA offices (6 days/week) and coordinate with the contractor and the Supervision Consultant to ensure full compliance of all contracting parties to the cost-plus administration procedure. He will also be obligated to carry out the following:

Cost Auditing & Verification

  • Reviewing contractor invoices, including labor, materials, equipment, and Indirect staff/machinery cost.

  • Verifying that costs align with contract provisions, industry benchmarks, and approved rates.

  • Assist and direct the Contractor to prepare a detailed project budget, including Labour, material, subcontractor, and Overhead.

  • Checking compliance with agreed-upon cost-plus formulas (e.g., fixed fee).

  • Verify the subcontractors and vendors' costs compared with recent market rates

  • Identifying any discrepancies, overstatements, or non-allowable costs.

  • Track project expenditures periodically

  • Collaborate with other PMC staff to provide a cost report on a bimonthly basis or as required by the Engineer

  • Flag any cost overruns and any inefficient expenditures not related to the construction scope

  • Verify Contractor payment applications

  • Conduct regular (bimonthly or quarter) audits of the contractor's financial records or as instructed by the Engineer

  • Provide checklists and clear criteria for the documents required by the Contractor for Auditing purposes

  • Verify all cost impact assessments for Task Orders and Site instructions initiated by the Authority by checking and validating the actual expenditure requests

  • Provide a detailed audit checklist

  • Provide predefined templates for contractor invoices, including the most practical invoicing structure and its substantiations.

Reporting & Documentation

  • Preparing periodic audit reports highlighting verified costs, discrepancies, and recommendations.

  • Maintaining a structured record of audited expenses for transparency and dispute resolution.

  • Providing real-time feedback to project stakeholders on cost performance.

  • Procurement guidelines for subcontractors

  • Final Cost Reconciliation report Incl. (Final Cost Incurred, Variance Analysis, Audit results through the course of the project period)

  • Contractor expenditures assessment reports and assessment of the contractor's performance in directing the project expenditures

  • Assist the main consultant to provide Assessment reports for the Contractor's effectiveness in utilizing the resources.

Process Improvement & Risk Mitigation

  • Suggesting best practices to improve cost tracking and control in cost-plus contracts.

  • Identifying financial risks and recommending corrective actions.

Attend meetings with the Authority

  • The sub-consultant shall make his staff available to attend any meeting requested by the Authority or the Contractor. The sub-consultant staff are not expected to interfere in the day-by-day activities, nor interface with the site activities, but his resources/top management will be requested to attend meetings related to cost-plus administration.

What Required Skills You'll Bring:

  • Minimum 15+ years of experience and a minimum of 10 years of Gulf experience.

  • Minimum 5 years of experience on Cost Plus construction projects.

  • Experience working for a Design/Supervision Consultant..

  • Must demonstrate ability and involvement in managing cost-plus mega projects in the past 5 years.

  • Preferably Chartered and have MMUP registration.

  • Ability to react to adhoc/ urgent tasks to requested timeframes.

  • Must have fluency in English (written and verbal).

  • Previous experience on Ashghal Projects is preferred but not essential.
