Job Title: Procurement Officer – Offshore Services

Location: Qatar (On-site)

Contract: 11 Months (extendable based on performance and project needs)

Position Overview

We are seeking an experienced Procurement Officer with expertise in offshore and marine services procurement. The role requires strong knowledge of offshore vessel operations, shipyard support, and dry-docking procurement. The successful candidate will be responsible for sourcing, negotiating, and managing service contracts critical to vessel performance, offshore projects, and operational continuity.

Key Responsibilities

  • Manage end-to-end procurement processes for marine equipment, spare parts, consumables, and offshore vessel services.
  • Source, evaluate, and negotiate with suppliers while ensuring strong vendor relationships.
  • Ensure timely procurement of technical materials and services required for vessel operations, dry-docking, and offshore projects.
  • Collaborate with Technical, Marine, and Operations teams to understand specifications and project requirements.
  • Conduct market research to identify alternative suppliers, cost-saving opportunities, and new technologies.
  • Handle RFQs, tenders, purchase orders, and contracts in compliance with company policies.
  • Monitor vendor performance to ensure compliance with quality, HSE, and classification standards.
  • Support emergency procurement requirements for vessels and shipyard projects.
  • Maintain accurate procurement records and ERP entries (Oracle, Shipnet, AMOS or equivalent).
  • Optimize procurement cycles with a focus on cost control, quality, and on-time delivery.

Key Requirements

  • Bachelor’s degree in Marine Engineering, Mechanical Engineering, Supply Chain, or related field.
  • 3–5 years of procurement experience in the marine/offshore industry, including shipyard projects, dry-docking, and maintenance.
  • Hands-on experience with ERP systems (Oracle, Shipnet, AMOS, or similar).
  • Strong knowledge of offshore vessel operations (AHTS, PSVs, construction vessels, tankers, etc.).
  • Proven track record in negotiation, vendor management, and contract administration.
  • Familiarity with classification society requirements and offshore procurement standards.
  • Strong problem-solving, analytical, and communication skills.
  • Ability to perform under pressure and manage urgent requisitions with short lead times.

Preferred Skills

  • Professional certification such as CIPS (Chartered Institute of Procurement & Supply) or equivalent.
  • Experience in strategic sourcing, e-auctions, and supplier performance management.
  • Knowledge of logistics, customs clearance, and marine supply chain processes.
  • Exposure to offshore oil & gas procurement projects in the GCC region.
