REACH Mission and Values
The REACH Program of Evergreen Treatment Services works with individuals experiencing homelessness and behavioral health conditions to help them achieve stability and improved quality of life. The REACH mission is to foster community health and safety through outreach, relationship, healing interventions and systems advocacy for people who use drugs. REACH provides outreach-based-care coordination, multidisciplinary clinical services, and supports to access and maintain housing. All services are based in principles of harm reduction that offer respect and dignity to individuals moving through stages of change in their lives.
REACH incorporates a racial equity lens that includes naming the impact and actively dismantling systems of oppression rooted in White Supremacy, while addressing the root causes perpetuating

Job Summary:
- 
The LEAD Program Manager role is part of the Community Justice Let Everyone Advance with Dignity formerly Law Enforcement Assisted Diversion (LEAD) team & Recovery Navigator Program funds that supports ETS’ mission through helping Law Enforcement divert individuals engaged in low-level drug offenses and prostitution from the criminal justice system to case management services. These clients will be provided goods and social services that are hoped to help cut down on their legal recidivism.

The LEAD PM will be working in conjunction with other REACH domains focused on LEAD & RNP work including Outreach, Housing, & Integrated Care domains.
- 
The LEAD Program Manager—South King County role will collaborate with Law Enforcement in the following jurisdictions: South, Southwest, Burien, Des Moines, & Algona precinct & King County Sherrif department
- 
Oversee & help facilitate data collection, data reporting, & program evaluation efforts for RNP & LEAD.
- 
This role makes a critical difference at ETS by taking responsibility for day-to-day supervision & leadership development of LEAD Supervisors through regularly scheduled individual meetings and clinical supervision.
- 
The program manager will be responsible for collaborating with reach leadership regarding the day-to-day supervision of various staff working directly or in conjunction with this role. This may include staffing all reached domains including outreach, community justice, housing and integrated care. The program manager will work in close coordination with CJ Associate Director, Seattle LEAD Program Manager, REACH Directors and other REACH leadership to ensure effective communication, collaboration and service provision. The program manager will maintain effective collaborative relationships with all internal reach and external partners and community stakeholders.

The nature of this position is extremely independent, requiring creative thinking, multitasking, time management and organizational skills, public speaking and excellent interpersonal conflict resolution skills.
- 
The position is full-time onsite, and the days and hours are M-F 8:30 a.m. to 5:00 p.m. It will require traveling between REACH/LEAD office & various jurisdictions supported by the LEAD program in South King County & Seattle.
Responsibilities:
- 
Help ETS succeed in carrying out our mission through working together with other staff to transform systems of harm and inequity to create different approaches to improving community health and safety through addressing substance use and homelessness.
- 
Assist with the organization-wide initiative to reimagine our interconnectedness within our community to overcome the aspects of our society and organizational culture shaped by white supremacy and settler colonialism.
- 
Oversee all aspects of the REACH-LEAD & RNP operations.
- 
The South King County Program Manager will work in collaboration CJ Associate Director, LEAD Seattle Program Manager & REACH Leadership to ensure effective communication, collaboration and service provision; maintain relationships with external LEAD & RNP partners/stakeholders.
- 
Act as a community liaison for the reach point person for external stakeholders including King County Behavioral Health and Recovery Division, Purpose-Action-Dignity, King County Prosecuting Attorney’s Office, Seattle, Burien, Des Moines, Algona City Attorney, Seattle, Burien, Des Moines, Algona Police Departments, King County Sheriff’s office, etc.
- 
Facilitate communication and coordination among service providers and other stakeholders involved and associated community resources.
- 
Help develop interagency agreements and or memorandums of understanding as needed to enhance collaborative partnerships and clarify roles and responsibilities to facilitate coordination of care for individuals served through this program manager role.
- 
Participate in regional and local meetings that pertain to this role including lead operational work groups and policy coordinating groups.
- 
Communicate regularly with the regional lead administrators and other relevant systems and leadership partners to highlight barriers, challenges, and successes.
- 
Identify system gaps and services as part of continual resource mapping to help inform future expansion of needed resources.
- 
Facilitate coordination of all REACH services related to LEAD & RNP.
- 
Health insurance sufficient staffing of appropriately trained personnel to provide outreach-based intake and referral services, comprehensive biopsychosocial assessment, intensive care management, warm handoffs and linkages to treatment and recovery support services along the continuum of care.
- 
Provide oversight to ensure that the uniform standards are implemented with fidelity to the model.
- 
Respond to requests for information about your program services from interested parties including other cities in the media.
- 
Provide training and consultation for other entities interested in developing programs such as these.
- 
Direct supervision of some staff working in the lead program.
- 
Approve leave requests and conduct performance evaluations of supervised ease in accordance with agency policies.
- 
Keep the REACH—Vice President’s, Associate Directors, Directors, and leadership informed of the material and support needs of staff.
- 
Represent reach to community stakeholders using effective communication and strategic partnerships to best leverage reaches strengths and contribute to the overall success of REACH.
- 
Supervise LEAD Supervisors to ensure that supervisees are:
- 
Supporting Case Managers in engaging clients through outreach, trusting relationships and individually tailored case management services.
- 
Collaborating with clients to develop an individualized service plan and helping clients achieve identified goals.
- 
Advocating for clients to gain access to a wide variety of community resources.
- 
Identifying gaps and barriers in available community resources and advocating for systemic changes.
- 
Attending LEAD and REACH Leadership Team meetings and other required meetings.
- 
Managing LEAD Supervisors in developing and maintaining clinical management client files for assigned caseload according to agency and contract requirements.
- 
Overseeing LEAD Supervisors in tracking all purchasing activities accurately and timely.
- 
Conduct performance evaluations of supervisees in accordance with agency policies.
- 
Approve leave requests submitted by supervisees to ensure adequate leave and coverage.
- 
Facilitate conflict resolution between supervisees and other staff or partners.
- 
Keep the CJ Associate Director informed of the material needs of LEAD & RNP staff.
- 
Represent the LEAD & RNP program to community stakeholders using effective communication and strategic partnerships to best leverage the LEAD program’s strengths and contribute to the success of the program.

Qualifications:
Education and/or Relevant and Lived Experience (if applicable):
- 
Masters degree preferred, undergraduate degree required. Relevant employment and/or lived experience may also be considered as a substitute for some requirements.
- 
A minimum of three years is experience in work related to social work and/or outreach programs. Experience providing services to individuals with substance use disorders with a harm reduction perspective is essential. Experience with case management and substance use disorder treatment preferred. Two years supervisory experience or equivalent required. Competency and clinical supervision preferred.

Computer literate, with basic knowledge of Microsoft Office Suite (or equivalent suites such as Google Workspace), as well as a high level of initiative in keeping current with technological changes. Skills needed include basic functions such as utilizing MS Outlook email and calendaring programs (or equivalent) and sending attachments, using MS Teams or equivalent chat, call, and videoconference features, and navigating search engines such as Edge or Google and carrying out browser searches and website benchmarking steps.
Physical Conditions and Requirements:
- 
The employee may be exposed to illicit drug residues and fumes or other bio-hazardous materials when carrying out job functions. There is also potential for exposure to bloodborne pathogens. ETS will provide employees with appropriate training to limit the risk of exposure to bloodborne pathogens. Policies and procedures are in place addressing each item specifically.
- 
The employee is regularly required to sit; use hands to finger, handle or feel objects, tools, or controls; reach with hands and arms and talk or hear; frequently required to stand, walk, and kneel; occasionally to climb balance, or stoop; rarely to crouch or crawl.
- 
The employee must occasionally lift and/or move up to 30 pounds. Specific vision abilities required by this job include close, color, and peripheral vision and the ability to adjust focus. The noise level in the work environment is moderate.
