Job Purpose :
To monitor the day-to-day performance of and ensure their compliance with agreements. Review technical and commercial proposals to avoid unnecessary expenditures. Facilitate and support the day operational requirements at the mall.
Job Responsibilities:
Budget
-
Propose the annual FM CAPEX budgets for the asset and process for approval with the management.

Update the execution of the approved FM OPEX/CAPEX annual budget to ensure the optimal level of expenses ensuring best value (highest possible quality for lowest possible cost) to the Manager-FM Operations.
Tenant Variation Requests
-
Supervise monitor the execution of the works at the asset and report the progress to the senior management.

Facilitate for the contractor to execute the works and meet the target dates.
Utilities and Energy Management
-
Monitor maintenance regimes implementation in line with the world best practices to optimize the utilities consumption.

Monitor the performance of all plant and equipment

Implement energy/utilities saving initiatives

Preparations for all utilities record, payments and collections
Invoices

Checking, verifying and confirming the services delivered by the service providers and contractors are up to the satisfactory level of Client standards
Policies, Procedures and Forms

Implement and maintain policies and procedures
New Developments

Liaising with the Project Lead and supervise the asset takeover

Monitor and manage the implementation of the approved mobilization plan

Monitor the condition survey and update the defected issue in the DLP tracking process.
Redevelopment

Monitor the redevelopment execution on daily basis to ensure quality delivery in a timely manner and least disruption of operations.
Health and Safety, Emergency and Fire Safety
-
Ensuring the asset is covered by best in market emergency and fire safety standards

Conduct periodical / Weekly inspection for all the assets to verify safety and conditions of the assets
Compliance

Ensuring full compliance with all laws, regulations, codes etc. from all competent authorities
Facilities Management

Manage the team members to demonstrate and apply of all the Service Level Agreements with the service providers as per the contract.

Ensuring optimal maintenance of all assets including preventative and reactive maintenance

Provide the service provider with the access required to perform their PPM and RM with no effect on the SLA/KPI

Monitor daily complains / RM
Monitor Performance

Review SLA/KPI performance of the service providers on monthly basis as per the contract

Ensure the SLA of the service providers achieved and issue NCR’s when the SLA breached as per the contract.

Monitor the asset audits to ensure the service provider comply with the world best practices in FM
Property Inspections

Conducting asset inspection reports

Monitor the asset inspections from the team and other department and ensure a weekly update prepared to close out all the issues in quality and timely manner.
Coordination
Closely working in conjunction with the members of the Asset Management and Asset Transaction teams.
Job Requirements
8 - 10 years’ experience in a Property Management or Strata / Freehold Management Business. Wider administration and FM/property experience is highly regarded.
