Key Responsibilities
1. Project Execution & Leadership
- Operational Management: Oversee the day-to-day operations of the construction site, managing all trade packages, subcontractors, and direct labor forces.
- Scheduling & Progress: Drive the master construction schedule, proactively identifying potential bottlenecks, and implementing corrective actions to ensure critical path milestones are met.
- Resource Allocation: Strategically manage site logistics, materials, plant, and labor resources to maximize efficiency and maintain high productivity rates across all project phases.
- Coordination: Lead daily and weekly coordination meetings with discipline engineers (Civil, MEP, Façade) and subcontractors to ensure seamless integration of all site activities.
2. Quality, Compliance & Reporting
- Quality Assurance (QA/QC): Work closely with the Quality Manager to enforce approved inspection and test plans (ITPs), ensuring that all installed works conform to project specifications, shop drawings, and local building codes.
- Authority Liaison (Arabic Focus): Serve as a key liaison with local regulatory bodies (e.g., Dubai Municipality, Civil Defense, and master developers). Fluency in Arabic is essential for effective communication during inspections and securing necessary approvals and clearances.
- Documentation: Ensure accurate and timely submission of daily site reports, progress updates, technical queries (TQs), and non-conformance reports (NCRs).
3. Safety & Communication
- HSE Leadership: Champion a positive Health, Safety, and Environment (HSE) culture, ensuring strict adherence to UNEC's safety policies and local UAE labor laws. Collaborate directly with the HSE Manager on site safety programs.
- Workforce Communication: Utilize fluency in Arabic to clearly communicate complex technical and safety instructions to a multi-national workforce, enhancing understanding and compliance.
- Subcontractor Management: Monitor subcontractor performance, adherence to contractual obligations, and quality of work delivered.
Required Qualifications & Experience
- Education: Bachelor's degree in Civil Engineering or Construction Management.
- Experience: Minimum 10 to 15 years of progressive experience in construction management, with at least 5 years in a Senior Construction Manager or Project Manager capacity for large-scale high-rise commercial or residential projects in the UAE/GCC.
- Mandatory Language Skills: Fluency (Reading, Speaking, Writing) in both Arabic and English is essential and non-negotiable for this role due to extensive local authority and workforce interaction.
- Local Knowledge: Proven, in-depth understanding of the UAE construction market, local supply chain, regulatory approval processes (DM, ADM, Trakhees), and UAE Labour Law.
- Technical Proficiency: Expert knowledge of construction methodologies, sequences, planning tools (Primavera P6 or MS Project), and detailed knowledge of contract management (FIDIC knowledge is a plus).
- Skills: Demonstrated ability to lead large, diverse teams, strong contractual awareness, and exceptional conflict resolution skills.
