Purpose of the Consultancy
The consultant will provide technical and operational support to provincial and district EPI teams in the implementation of RED/REC strategies, with a focus on improving routine immunization coverage and reaching underserved communities.
Background
The Expanded Program on Immunization (EPI) aims to improve immunization coverage and equity through the Reaching Every District (RED) and Reaching Every Community (REC) strategy. These approaches focus on strengthening immunization service delivery at the district and community levels to ensure effective implementation.
There is a specific need for contextualization of microplanning tools to align microplanning with known geographical and socio-political situations to strengthen access to underserved populations at provincial and district level.
WHO requires a consultant to provide operational and technical assistance at sub-national level, including providing technical briefings, facilitation of local adaptation of tools, and monitoring of RED/REC implementation.
Planned Timelines: 04 months, To commence as soon as possible
Work to be Performed
Output 1: Compile data and conduct analysis of RED/REC implementation practices at provincial and district levels.
- Deliverable 1.1: Brief report documenting current RED/REC practices, challenges, and use of microplanning tools at district/sub-district levels.
- Deliverable 1.2: Provide support to district/sub-district teams in identifying and addressing hard-to-reach and low-performing areas.
- Deliverable 1.3: Draft an outline action plan for the adaptation and use of revised RED/REC microplanning tools.
Output 2: Provide support to the national team in adapting and applying simplified microplanning tools for provincial and district use.
- Deliverable 2.1: Analyze and report local needs and challenges of current microplanning tools
- Deliverable 2.2: Support provincial/district EPI teams in revising RED/REC microplanning tools through consultative discussions, to ensure their practicability for local application.
Output 3: Provide Operational support for the rollout of revised RED/REC tools.
- Deliverable 3.1: Facilitate stakeholder consultations for validation of revised RED/REC tools and provide field-level briefing during rollout.
- Deliverable 3.2: Document progress, challenges, and lessons learned for timely reporting.

Specific requirements
Education: First university degree is essential. Master’s in public health (MPH) is desirable.
Experience: Min. 2 years of relevant experience working in immunization programs, including experience in implementation of RED/REC strategies of routine immunization.
Skills/Technical skills and knowledge:
- Strong knowledge of immunization programs and public health principles.
- Experience in planning, implementing, and evaluating public health interventions.
- Excellent communication, interpersonal, and training skills.
- Proficiency in Microsoft Office applications.
- Ability to work effectively in a team environment.
- Knowledge of the Pakistani health system.
Language: Expert knowledge of English and local languages.
Place of assignment
Peshawar, Pakistan.
Medical clearance
The selected Consultant will be expected to provide a medical certificate of fitness for work.
Travel
Consultant is expected to pay local field visits to different districts, and it will be covered on case by case.
All travel arrangements will be made by WHO – WHO will not be responsible for tickets purchased by the Consultant without the express, prior authorization of WHO. While on mission under the terms of this consultancy, the Consultant will receive a subsistence allowance.
Visas requirements: it is the consultant’s responsibility to fulfil visa requirements and ask for visa support letter(s) if needed.
