Contract & Commercial Manager

Position Summary

The Contract / Commercial Manager is responsible for managing all commercial, contractual, and cost-related aspects of development projects from pre-contract through post-contract stages. The role ensures effective budget control, procurement coordination, value optimization, and contract compliance to deliver projects on time and within approved budgets.

Key Responsibilities

1. Pre-Tender Cost Management

Project Cost Planning & Budgeting

  • Prepare detailed pre-construction cost estimates and project budgets.
  • Develop comprehensive cost plans and elemental cost analysis.
  • Prepare cost breakdown structures and benchmark against market rates.
  • Track cost plan development through design stages.
  • Report cost status against approved budgets.
  • Identify cost overrun risks and recommend mitigation strategies.

Cost-Benefit & Life-Cycle Analysis

  • Evaluate design alternatives on a cost-benefit basis.
  • Conduct life-cycle cost analysis (LCCA).
  • Support value engineering through detailed cost analysis.
  • Prepare cost comparison matrices and recommendations.

Market Analysis & Cost Intelligence

  • Monitor Dubai construction market rates and trends.
  • Maintain cost databases and rate libraries.
  • Update unit rates and benchmarks regularly.
  • Provide market intelligence and cost escalation forecasts.

2. Value Engineering Leadership

  • Lead value engineering initiatives and workshops.
  • Structure and manage the value engineering process.
  • Assess VE proposals using cost-benefit and technical analysis.
  • Prepare detailed VE evaluation reports.
  • Coordinate technical reviews with design teams.
  • Present VE recommendations to senior management.

3. Tender Documentation Preparation

BOQ Preparation & Quantity Surveying

  • Prepare comprehensive Bills of Quantities in accordance with POMI/SMM7 or international standards.
  • Structure BOQs with clear sections, specifications, and trade breakdowns.
  • Conduct accurate quantity take-offs from tender drawings.
  • Verify drawing completeness prior to measurement.
  • Reconcile quantities with design and consultant estimates.
  • Review BOQs for accuracy, consistency, and completeness.

Tender Documentation Review

  • Review and coordinate the full tender documentation package.
  • Ensure consistency between drawings, specifications, and BOQs.
  • Identify ambiguities, discrepancies, and risks.
  • Review insurance, bonding, and contractual requirements.
  • Coordinate tender addendums and amendments.

Contract & Procurement Strategy

  • Develop procurement and contract strategies.
  • Assess suitable contract forms based on project risk and complexity.
  • Define scope packaging and interface management.
  • Establish tender evaluation criteria and methodology.

4. Tender Analysis and Evaluation

  • Conduct comprehensive technical and commercial tender analysis.
  • Prepare detailed tender evaluation reports.
  • Lead tender clarification meetings.
  • Assess contractor financial strength, capability, and pricing.
  • Support management in contractor selection.

5. Post-Tender Activities & Contract Finalization

  • Conduct post-tender negotiations.
  • Prepare contract award recommendations.
  • Coordinate contract execution and project mobilization.
  • Support final contract documentation and signing.

POST-CONTRACT PHASE

6. Cost Control and Budget Management

Cost Monitoring & Reporting

  • Establish and maintain comprehensive cost control systems.
  • Monitor project costs and contractor cash flow.
  • Prepare regular cost reports:
  • Monthly detailed cost reports with variance analysis
  • Quarterly executive summaries
  • Ad-hoc reports as required

Budget vs. Actual Analysis

  • Conduct variance analysis (budget vs. actual/forecast).
  • Identify causes of cost overruns or savings, including:
  • Design changes
  • Variations and extra works
  • Provisional sums
  • Market price fluctuations
  • Contractor claims

7. Valuation and Payment Management

  • Review and certify interim payment applications.
  • Prepare payment certificates.
  • Resolve valuation disputes.
  • Ensure timely processing of payments.

8. Variation and Change Order Management

  • Identify and issue variation instructions.
  • Assess and negotiate variation quotations.
  • Evaluate and approve variations.
  • Monitor financial impact of changes.

9. Contract Administration

  • Monitor compliance with contractual requirements.
  • Manage contractual correspondence.
  • Chair and attend commercial meetings.
  • Handle extension of time (EOT) claims.
  • Manage subcontract and supply agreements.

10. Procurement Coordination

  • Support procurement strategy implementation.
  • Coordinate supplier and subcontractor procurement.
  • Control procurement costs.
  • Lead vendor negotiations and final appointments.
  • Conduct vendor background verification and approval.
  • Manage vendor and supplier relationships.

11. Final Accounts and Project Close-Out

Final Account Management

  • Prepare and agree final accounts with contractors.
  • Negotiate final settlements.
  • Escalate unresolved disputes to senior management.
  • Support mediation or dispute resolution where required.
  • Obtain management approval for settlements.

Project Close-Out

  • Process final payments and retention releases.
  • Complete final account documentation.
  • Support financial and contractual project close-out.

Qualifications & Experience

  • Bachelor’s Degree in Quantity Surveying, Civil Engineering, or related field.
  • Professional membership (RICS, CIOB, or equivalent) preferred.
  • Minimum 10 years’ experience in commercial management, including 5 years with a Developer in the UAE.
  • Strong knowledge of UAE construction contracts and market practices.
  • Proficiency in cost management software and MS Office.

Pay: From AED25,000.00 per month
