Senior Cost Engineer

Location: Downtown Houston

Duration: 6-12 Months (opportunity for renewal)


Position Summary

The Senior Cost Engineer will support a major gas project in Mid Africa.

This role is responsible for maintaining project cost workbooks aligned with the established WBS/CBS, preparing monthly Value of Work Done (VoWD) reports, forecasts, and cost performance updates. The Senior Cost Engineer will work closely with project planning, finance, supply chain, and contractor teams to ensure accurate and timely cost reporting and control.


Project Overview

The project involves drilling a new subsea well in an existing offshore reservoir, tied back to a nearby production platform. The scope includes subsea tree and umbilical installation, pipeline and riser construction, and topsides modifications to accommodate new production.


Key Responsibilities

  • Manage cost control processes for assigned projects, ensuring consistency with company standards and project execution plans.
  • Maintain and update cost workbooks, monitor cost performance, and report on variances against approved budgets.
  • Lead monthly accrual reconciliations with finance, review and approve contractor invoices, and confirm alignment with contract terms and WBS/CBS structure.
  • Utilize the Cost Engineering Management of Change (CEMOC) process for tracking cost deviations and forecast updates.
  • Support risk management by identifying cost risks and opportunities and maintaining a cost risk register.
  • Develop cash flow forecasts and coordinate with finance teams to support cash call and funding requirements.
  • Prepare monthly cost reports and performance summaries for internal stakeholders.
  • Support project reviews, including constructability and readiness assessments.
  • Ensure proper use of digital cost management tools (e.g., EcoSys, SAP, Power BI).


Qualifications and Experience

  • Bachelor’s degree in engineering, business, or a related technical field.
  • 10–15 years of experience in project controls, with a focus on cost engineering for major capital projects.
  • Minimum of 5 years in a senior or lead cost engineering role on large offshore projects
  • Experience with large reimbursable and EPC contract cost control (>$500MM).
  • Strong understanding of cost control systems, forecasting, variance analysis, and progress measurement.
  • Proficiency with cost and project management software such as EcoSys, SAP, and Power BI.
  • Familiarity with digital tools and data-driven project management practices.
  • Proven ability to lead and mentor cost engineers and analysts.
  • Professional certification (AACE or PMP) preferred.

While performing the duties of this Job, the employee will routinely engage in activities such as sitting, walking, standing, stooping, kneeling, crouching, or crawling. They will be tasked with lifting heavy objects weighing up to 50 pounds, climbing ladders, and navigating uneven surfaces for extended periods.

Additionally, the employee should demonstrate manual dexterity and hand-eye coordination for using tools, operating machinery, and executing intricate tasks. Furthermore, employee must be able to use hands repetitively to finger, handle, feel, or operate standard office equipment. Effective communication, both orally and telephonically, is essential. Successful candidates must exhibit specific vision abilities of close vision, distance vision and the ability to adjust focus.
