The City of Appleton is seeking a Crime Analyst. The Crime Analyst is a full-time non-sworn, non-supervisory position, under the direction of the Captain of Investigative Services Unit (ISU) and receives strategic direction from the Chief of Police. The key responsibility of the Crime Analyst is to acquire, analyze, prepare and disseminate information related to crimes and incidents that are relevant to Appleton Police, including but not limited to calls for service, crime patterns and trends, workload distribution, officer availability and hotspot locations. The work of the analyst is intended to increase the effectiveness of police services, prevent crime and disorder, and assist in the apprehension of suspects. The analyst serves in an advisory capacity to the organization by providing professional analysis and suggests appropriate responses to crime, disorder, and department deficiencies.

Examples of Duties

  • Conduct tactical crime analysis; identifying current crime series and hot spots; prepare tactical action plans.
  • Measure and forecast long-term public safety activity related to problem solving, intervention, and crime reduction efforts.
  • Compose professional, accurate and detailed reports and presentations from data including maps, charts, table graphs, etc. and create timelines, flowcharts and link analysis relevant to emerging or existing crime series, patterns, trends, specialized investigations and intelligence information such as suspect and victim profiles.
  • Identify evolving or existing crime patterns and series through the review of shift alert information, anonymous tips, offense reports and regional crime alert bulletins.
  • Using available resources, generate weekly reports (Bulletin) and other statistical data resources to identify modus operandi trends and identification of known and repeat offenders to assist in proactive investigations, preventative enforcement and education. Determine patterns of crime and disorder in the community and disseminate reports to patrol and investigative units as well as other law enforcement departments throughout the Fox Valley Area.
  • Coordinate with outside law enforcement agencies (to include but not limited to the District Attorney’s Office, Federal Agencies and local agencies) to identify and solve cross-jurisdictional crimes. This includes identifying regional crime trends, data collection and problem solving.
  • Initiate target profile analyses within an identified crime pattern to disseminate to patrol, investigative units and in some cases, the media to promote public awareness.
  • Actively participate and monitor social media sites for events or activities that may inform tactical strategies on behalf of the Department.
  • Assist Officers with research, analysis and development of information, criminal activity and information management. Respond to specific requests for assistance by searching for related suspect/vehicle information in multiple available databases.
  • Establish procedures to retrieve, integrate, and analyze data from a large variety of sources and systems.
  • Develop crime mapping and analysis of spatially referenced data such as crimes, calls for service, crashes, etc. Employ investigative and statistical analysis to forecast future crime occurrences by type of crime and target location to make recommendations for the agency to deploy and allocate resources effectively.
  • Participate in local and regional crime analyst groups to promote and contribute to information sharing efforts.

Typical Qualifications

KNOWLEDGE, SKILLS AND ABILITIES


  • Ability to communicate effectively, both orally and in writing with staff, member agencies and other on a professional level.
  • Proficiency in intelligence analysis, including logic, various data collation, description, and integration techniques, charting and other skills necessary in the construction of analytical services and products.
  • A working knowledge and an ability to learn computer programs, including but not limited to Windows Operating Systems, Sharepoint, Microsoft Office (Word, Excel, Publisher, Outlook, Teams, Crystal Reports and Power Point), PowerBI, Spillman and any former Records Management System (MNHS, CAD) as well as other available GIS and mapping software.
  • Ability to work with and maintain confidentiality of sensitive / confidential public and departmental information and contacts.
  • The ability to identify, organize and prioritize activity for crime analysis. The ability to summarize and analyze qualitative and quantitative data using calculations such as frequencies, percent change, cross-tabulations, measures of central tendency, measures of variation and correlations. Ability to calculate and analyze the times of day, days of week, intervals, durations, tempos, and temporal cycles of crime. The ability to understand and compare local and national crime statistics.
  • Ability to work independently and without close supervision.
MINIMUM EDUCATION AND EXPERIENCE
  • Working knowledge of the Criminal Justice system and investigative techniques.
  • Bachelor’s degree in statistics, sociology, criminal justice, public administration or related field concentrating on statistics and research methods.
